Position Overview
Under general supervision of the Statewide Nursing Coordinator, independently conducts random and targeted surveys and visits to certified, licensed, operated and/or funded developmental disability service agencies (including but not limited to community integrated living arrangements, state operated developmental centers, developmental training programs and intermediate care facilities for individuals with intellectual/developmental disabilities) in a geographical area. Conducts follow-up on cases of substantiated abuse or neglect for a geographical area related to nursing services, the administration of medications and the oversight of medication administration to identify areas for improvement. Develops training, technical assistance and monitoring systems and implements policy and procedural changes to accomplish improvements. Reviews individual records to verify the individual program plan is complete, accurate and being implemented. Prepares analyses for review and action by management staff. Travels in the performance of duties.
Job Responsibilities
- Travels to independently conduct random and targeted surveys and visits to certified, licensed, operated and/or funded developmental disabilities (DD) service agencies (including but not limited to community integrated living arrangements, state operated developmental centers, developmental training programs and intermediate care facilities for individuals with intellectual/developmental disabilities) statewide.
- Reviews individual records to verify the individual program plan is complete, accurate and being implemented.
- Conducts follow-up on cases of substantiated abuse or neglect statewide related to nursing services, the administration of medications and the oversight of medication administration to identify areas for improvement.
- Provides written and verbal feedback, technical assistance and guidance to the local agency that serves individuals with medical or health-related issues.
- Prepares survey forms, correspondence and reports of findings and recommendations.
- Conducts and participates in workshops, on-site visits, planning conferences and consultative services to provide information and guidance regarding the Nursing Act, applicable developmental disabilities rules and best practice criteria.
- Completes Division projects not covered under Rule 116 (the regulation of storage, distribution, and administration of medications in specific settings and the training of non-licensed staff in the administration of medications).
- Provides assistance in moving individuals with developmental disabilities in a geographical area to alternative services to verify their nursing needs are met.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires graduation from an approved nursing education program resulting in an associate or a diploma degree in nursing and three (3) years of professional nursing experience OR a bachelor's degree in nursing and two (2) years of professional nursing experience OR a master's degree in nursing.
- Requires licensure as a Registered Nurse in the State of Illinois.
Conditions of Employment
- Requires the ability to travel extensively including overnight stays.
- Requires the ability to physically enter provider homes to interview staff and assess compliance with Rule 116 guidelines.
- Requires the ability to physically enter provider homes and community day service programs to interview staff and visually observe and document medication administration by staff.
Work Hours: Mon-Wed, 7:00am - 5:30pm; Thurs, 7:00am - 5:00pm
