Position Overview

Serves as an Accountant Advanced for the Division of Finance under the Office of the Director; balances reports to overall budget totals and related information; tracks expenditures, commitments and obligations versus expenditure authority limits; prepares monthly cash flow reports for analysis and monitoring of expenditures and receipts; performs divisional budgetary analysis based on cost center allotments, transfer request, historical spending trends and periodic projections received from cost center managers; assigns and maintains cost center accounting records for approved expenditures; manages the results of the budget/headcount analysis by advising division heads of areas of concern; assists in formulating projections/spending as required by the Governor's Office of Management and Budget (GOMB) and agency heads; prepares budget documents as needed for the Illinois House and Illinois Senate; updates the budget documents and instructions for each cost center; trains division fiscal liaisons on new laws, procedures and processes as required.

Essential Functions

  • Prepares headcount, salary and other personnel related reports. 
  • Maintains budget files and monitors assigned cost centers.
  • Develops report formats for various monitoring and analysis projects.
  • Works with IT staff to obtain detailed budget/personnel reports.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college with coursework in business administration and accounting.
  • Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

Preferred Qualifications

  • Prefers two (2) years accounting experience with a public or private organization.
  • Prefers two (2) years of budgeting experience preparing budgetary information on an agency level.
  • Prefers two (2) years of working experience preparing complex financial spreadsheets and accounting reports.
  • Prefers one (1) year of experience using System Applications and Products in Data Processing (SAP) accounting software.
  • Prefers intermediate level of expertise using Adobe Professional, Microsoft Word and Excel.
