Position Overview

Under direction from the Accountant Supervisor for the Division of Academy and Training; prepares future fiscal year preliminary projections from all sections under the Academy and Training by working directly with each Bureau Chief; prepares and submits all budget proposals to Accountant Supervisor; prepares a variety of monthly and quarterly fiscal reports for future projections;  prepares and adjusts the budget to accommodate special projects; organizes, plans, assigns, directs, and reviews workflow through subordinate staff under Direction of Accountant Supervisor: monitors more than ten different cost centers across the agency to verify all transactions are compliant with rules and regulations established by the Agency, Department of Central Management Services, Procurement Code, and all other applicable agencies; responsible for the administration of any grants related to the Breath Alcohol section (BAO), i.e. grant applications, amendments, budget proposals, and other grant related documents; prepares and reconciles all Bi-Monthly Reporting for Cost Centers and Other State Funding pertaining to the Division of the Academy and Training; main point of contact for all fiscal responsibilities for In-Service Training. Processes all procurements in relation to training; reviews invoices and packing slips for accuracy to ensure goods and services are received prior to processing by subordinate staff; reviews billings for the Academy, Pawnee, and Quartermaster, including complex billings for training, equipment, supplies, telecom services, fleet purchases, and travel for the sections of Academy and In-Service Training; in addition to In-Service Training procurements, the Accountant Advanced will be designated to oversee procurements processed by subordinate staff; prepares all documentation necessary to complete procurements designated to them by the Accountant Supervisor.

Essential Functions

  • Under direction from the Accountant Supervisor, plans, prepares, and manages the ISP, Division of the Academy and Training’s annual budget.
  • Serves as designated Lead Worker.
  • Assists the Accountant Supervisor.
  • Assists in the Procurement process. 
  • Processes Release of Master Contract and Small Purchase procurements in BidBuy and prepares procurement forms needed to establish earmarked fund numbers for the Academy, Pawnee, and Quartermaster cost centers.
  • Performs other duties as required or assigned which are reasonable within the scopre of the duties enumerated above.  

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college, with courses in business administration and accounting.
  • Requires two (2) years of professional experience in accounting, external auditing, budgetary planning and control or public accounting. 

Preferred Qualifications

  • Prefers one (1) year or more experience working with state computer programs including BidBuy and SAP Accounting Systems.
  • Prefers one (1) year or more working knowledge of office methods, procedures, standard office accounting machines and equipment.
  • Prefers one (1) year or more of working knowledge of BidBuy and how to complete different procurements (Small Purchases, Release off Master Contracts).
  • Prefers one (1) or more years of working knowledge on how to process grants procurements and invoices.
