Job Responsibilities

This position is accountable for the implementation, direction, and coordination of the federal grant-in-aid program and project designs for all airport construction within Illinois involving state, local, and/or federal funds. This position ensures that projects are developed in accordance with state and federal criteria and standards. This position is also responsible for project certification of the Federal Aviation Administration (FAA) to ensure that projects have been developed and designed in accordance with the required criteria and standards.

This position reports to the Bureau Chief of Airport Engineering. Reporting directly to this position are the Airport Design Engineer, Airport Capital Improvement and Procurement Engineer, Senior Associate Airport Design Engineer, Associate Airport Design Engineer, Assistant Airport Design Engineer, Airport Design Engineer Trainee, Airport Design Engineering Technician CO-OP, and Office Coordinator.
The state of Illinois Airport Improvement Program (AIP) is administered entirely through the Division of Aeronautics. Public use airports throughout the state are eligible to receive federal, state, and local program funds to create, develop, and improve these airport facilities. The Division of Aeronautics administers the program through a participation agreement with the local airport sponsor. Through this arrangement the Division of Aeronautics acts as an agent for the local sponsor and is responsible for providing project management, design supervision, financial control, administration, construction progress supervision, and contract documentation and acts as the primary contact with the FAA. Local sponsors contract with consulting engineers to provide project design and construction supervision. As the agent for the local sponsor the Division of Aeronautics must provide a broad range of guidance, advice, and direction to the sponsor and their consultants. The incumbent acts as the state's primary airport design engineer who is accountable for assuring consultant engineering firms properly develop plans and specifications. Additionally, s/he makes recommendations to the Bureau Chief of Airport Engineering for certification to the FAA that all selection procedures are in compliance with state and federal criteria and standards. The incumbent maintains and promotes a unique working relationship with the consultant engineering firms and their project design engineers to assure that quality designs are developed efficiently and economically.

Typical problems encountered by the incumbent include developing project job site procedures while maintaining a high degree of safety for the flying public; establishing and maintaining a minimum standard of performance for acceptable airport construction practices; evaluating state-of-the-art equipment, materials, and techniques to ensure the most cost-effective designs are utilized; and resolving complex design problems to the satisfaction of all contractual parties. The greatest challenge is to attain the most cost-effective alternative for each airport project while being consistent with the overall AIP and ensure the airport sponsor's desires are met while simultaneously assuring the protection of the environment.
The incumbent visits airport sites and conducts inspections along with the consultant, an FAA representative, and the airport owner's representative. The incumbent initiates pre-design conferences between the consultant, the FAA, and airport representative to discuss the overall project scope, contract requirements, unique problems anticipated, and the general schedule for the completion of a project. Prebid conferences are arranged by the incumbent with all appropriate parties to render clarification of the plans and specifications prior to the contractor's submittal of bids. The incumbent reviews bids and bid documents, recommends awards, and coordinates the release of project funding. The incumbent evaluates and determines specific areas of expertise of airport consultants for prequalification by the department. The incumbent provides guidance to local sponsors regarding federal selection procedures for consulting engineers. After the local sponsor selects an engineering consultant the incumbent reviews the procedures, documentation, and sponsor certification and certifies to the FAA that all selection procedures are in compliance with state and federal criteria and standards. This position is responsible for the development and continuous update of the Illinois Standard Specifications for Construction of Airports.

The incumbent accomplishes responsibilities through the following staff:
Airport Design Engineer who is accountable for assuring department let consultant engineering firms are properly designing the project plans and specifications.
Airport Capital Improvement and Procurement Engineer who is accountable for assuring external local let consultant engineering firms are properly designing the project plans and specifications.
Senior Associate Airport Design Engineer who with minimal supervision is accountable for assisting the Section Chief of Airport Design in the· general supervision of airport design and with the implementation, direction, and coordination of project designs for airport improvement projects.
As.sociate Airport Design Engineer who under general supervision is accountable for assisting the Section Chief of Airport Design in the general supervision of airport design and with the implementation, direction, and coordination of project designs for airport improvement projects.
Assistant Airport Design Engineer who under general supervision is accountable for assisting the Section Chief of Airport Design in the general supervision of airport design with the implementation, direction, and coordination of project designs for airport improvement projects.
Airport Design Engineer Trainee who under direct supervision of the Section Chief of Airport Design completes required training classes, seminars, in-house training, and assignments related to the general supervision of airport design and with the implementation, direction, and coordination of project design for airport improvement projects.
Airport Design Engineering Technician CO-OP who provides engineering assistance to the Airport Design Section in the development, coordination, review, and administration of airport improvement projects.
Office Coordinator who provides secretarial and clerical support for the Airport Design Section.

The incumbent exercises independent judgment on decisions concerning complex engine.ering problems. S/He prioritizes work in order to accomplish position responsibilities in a timely manner. This position has authority to approve deviations from policies within established limits. Only those matters which are outside of the broad limits of established policy and procedures are referred with recommendations to the Bureau Chief of Airport Engineering. Actions are governed by federal and state laws, FAA directives and policies, federal regulations, control documents pertinent to the certification acceptance agreement, FAA policies and procedures, and departmental rules.

This position has frequent contact with various offices within the department including the Bureau of Design and Environment and the Office of Planning and Programming. Outside of the department this position is in contact with other state and federal agencies, local airport sponsors and their consultants, and the FAA. The incumbent also has frequent contact with citizens who make written or verbal inquiries to the Secretary of Transportation and other state agencies regarding the design features of local airports. This position requires frequent daytime travel intermittently, with occasional statewide travel that may include overnight stays.
The effectiveness of this position is measured by the incumbent's ability to provide safe, timely, well-designed, and cost-effective airport construction projects created to serve the public.

Principal Accountabilities

1. Coordinates review of the consultant's engineering report, plans, and specifications and certifies these to the FAA for compliance with state and federal criteria and standards.
2. Performs prequalification review of all consultant engineering firms for performing consultant services for all Illinois publicly owned airports.
3. Performs construction bid review and analysis and makes recommendations on contract award or bid rejection.
4. Published and updates the Illinois Standard Specifications for Construction of Airports, Policies and Procedures Manual, and standard agreements for engineering services.
5. Trains, motivates, and evaluates subordinates to ensure a well-developed and competent staff who comply with all departmental rules and practices.
6. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

7. Performs other duties as assigned.

Qualifications

Position Requirements

• Current registration as a Licensed Professional Engineer in the state of Illinois
• Five years of experience in civil engineering
• Frequent daytime travel intermittently, with occasional statewide travel that may include overnight stays
• Valid driver's license
