Position Overview
The Deputy Director of Marketplace Finance manages and directs the financial management activities of Get Covered Illinois (GCI), including accounting of revenues and expenditures, federal and state reporting, budgeting, and other related activities for the day-to-day financial operations of GCI. The Deputy Director of Marketplace Finance shall demonstrate leadership to direct reports and provide advice and counsel to the Marketplace Director and Chief Operating Officer. This position is responsible for the development and/or maintenance of finance policies and procedures for GCI, responding to new statutory language or modifications, providing technical expertise, and ensuring regulatory and statutory compliance. This position coordinates with GCI staff and staff within the Department of Insurance, as well as staff at the Departments of Healthcare and Family Services and Human Services, to ensure policies and procedures across business areas and between state agencies are thorough and accurate. This position is responsible for the allocation of staff resources within the financial operations unit to meet its needs. We invite all qualified applicants to apply.
Get Covered Illinois is the State of Illinois’s new Health Insurance Marketplace. Get Covered Illinois’s mission is to increase access, enrollment, affordability, and choice for individuals and families by connecting them to health insurance plans and savings available through the Affordable Care Act. Get Covered Illinois provides pathways to coverage through a consumer-centric online application platform, a Customer Assistance Center, localized outreach and education strategies and a network of in-person assisters embedded in communities across the state that help Illinoisans enroll in the coverage that best meets their families’ needs. Get Covered Illinois is part of the Illinois Department of Insurance and has offices in Chicago and Springfield.
Essential Functions
1. Directs all financial and accounting functions for Get Covered Illinois (GCI) so adequate financial reports are established, fiscal controls are maintained, and funds are utilized in the most efficient and effective manner consistent with state and federal laws and Generally Accepted Accounting Principles:
•Oversees the financial operations of the GCI including accounts payable, accounts receivable, revenue recognition, loading annual budgets, capital asset management, and state/federal annual reporting, reviews GCI’s budget and encumbrances as needed to ensure integrity.
•Assists State-Based Marketplace managers in the monitoring of their budgets and the reconciling of transactions.
•Reports variances to the Marketplace Director, Chief Operating Officer, and the Chief Financial Officer (CFO) of the Department of Insurance (DOI).
•Communicates department policies, priorities and guidelines with internal staff and external entities as appropriate, such as with auditors.
•Cooperates with internal and external auditors, providing financial information and explanations as requested and ensure necessary corrections are made to comply with audit recommendations.
2. Develops and manages the assessment fee program:
•Develops and implements the program to collect monthly user fee payments from health and dental insurance carriers.
•Performs quarterly audits of each participating insurance carrier’s payments.
•Routinely reconciles payments received from insurance carriers and addresses any inconsistencies.
•Creates budget projections based on historic enrollment and lapse rate trends.

3. Develops, updates, and maintains Cost Allocation Plans between GCI, the Departments of Healthcare and Family Service (HFS), Human Services (DHS) and, when applicable, the Center for Medicaid and CHIP Services:
•Coordinates Federal Financial Participation (FFP) requests via the Advanced Planning Document (APD) process with HFS and DHS.
•Creates budget narratives illustrating the financial needs and corresponding justifications for GCI.
•Tracks the use of federal funding and ensure compliance with all applicable state and federal laws and regulations.
•Creates reports and budget statements related to FFP funds.
4. Manages the budget, disbursement, and financial reporting requirements for grant awards, federal receipts, and special appropriations:
•Researches and acquires in-depth technical knowledge of grant management systems or modules.
•In collaboration with the DOI CFO, establish GCI policies and procedures for meeting regular and one-time/ad-hoc financial reporting requirements.
•Develops documentation of transaction detail procedures as necessary to ensure complete audit trail for activities and expenditures.
•Ensures grant drawdowns or receipts are requested and received timely and are reconciled to the appropriate expenditures.

5. Serves as full line supervisor:
•Assigns and reviews work.
•Provides guidance and training to assigned staff.
•Counsels staff regarding work performance.
•Reassigns staff to meet day-to-day operating needs.
•Establishes annual goals and objectives.
•Approves time off.
•Adjusts first level grievances.
•Effectively recommends and imposes discipline, up to and including discharge.
•Prepares and signs performance evaluations.
•Determines and recommends staffing needs.
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in business administration or accounting.
2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in business administration, public or private accounting, auditing, or financial field.
Preferred Qualifications
1. Prefers at least four (4) years of experience with the principles of accounting and laws, rules, and regulations relating to state or non-state accounting systems and procedures for the maintenance of accounting records and the preparation and analysis of financial statements.
2. Prefers at least four (4) years of experience with statistics and economics as they relate to financial operations.
3. Prefers at least four (4) years of experience with applying policies and procedures to the recording and auditing of accounts
4. Prefers at least four (4) years of experience with computer capabilities, usage, and equipment.
5. Prefers at least four (4) years of experience with extensive knowledge of agency policies and procedures.
6. Prefers at least four (4) years of experience developing and managing a major agency program.
7. Prefers at least four (4) years of experience analyzing administrative programs and adopting an effective course of action.
8. Prefers at least four (4) years of experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.
9. Prefers at least four (4) years of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
10. Prefers at least four (4) years of experience developing and maintaining cooperative working relationships.
