Position Overview

Under direction, performs technical accounting work involving the management of the Board's Reimbursement Program by approving, processing and paying claims in compliance with the Police Training Act. Manages agency vouchers from receipt through payment. Receives and analyzes basic and non-basic course rosters. Performs duties of Payroll Manager for agency personnel and contractors. Maintains agency time and attendance records. Serves as agency Telecommunications Coordinator and oversees and orders all office supplies in compliance with state policies and contracts.

Job Responsibilities

1.)  40%  Serves as Grant Accountant for the Board's Reimbursement Program approving, processing, and paying training reimbursement claims to local governments in compliance with the Illinois Police Training Act.

2.)  30%  Manages agency vouchers from receipt through to payment.

3.)  10% Receives and reviews contracts and invoices.

4.)  5%  Collects, reviews, and maintains time and attendance records utilizing Central Management Services (CMS) timekeeping systems.

5.)  5%  Serves as agency's Payroll Manager.

6.)  5%  Serves as agency's Telecommunications Coordinator and Supplies Coordinator.

7.)  5%  Performs other duties as required or assigned which are reasonably within the scope of the duties unumerated above.

Minimum Qualifications

1.)  Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

2.)  Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Knowledge, Skills, and Abilities

  • Requires working knowledge of the principles of governmental accounting, program budgeting, personnel statistics, and procurement.
  • Requires ability to develop and manage a small agency function program.
  • Requires the ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies, and services.
  • Requires the ability to develop and maintain cooperative working relationships.
  • Requires the ability to work independently and to answer inquiries related to agency operations.
  • Prefers experience utilizing Centralized Time and Attendance Systems (CTAS), Accounting Information System (AIS) and Central Payroll Systems (CPS).

The Illinois Law Enforcement Training and Standards Board is the state agency mandated to promote and maintain a high level of professional standards for law enforcement and correctional officers. Its purpose is to promote and protect citizen health, safety and welfare by encouraging municipalities, counties, and other governmental agencies in their efforts to upgrade and maintain a high level of training and standards for law enforcement personnel. The Board is responsible for developing and providing quality training and education, setting professional standards, and aiding in the establishment of adequate training facilities.
