Job Responsibilities
Under direction of the Agency Procurement Officer (APO), executive Department of Military Affairs and Illinois Air National Guard (ILANG) procurement activities, both routine and complex in the Illinois BidBuy system; monitors the preparation of an array of procurement documents Including specifications, formal bid requests and reports in conformity with the authorizations, procedures and centralized purchasing division of the Department; serves as designated lead worker.
- Executes Department of Military Affairs and ILANG procurement activities, both routine and complex in the Illinois BidBuy system; leads and plans agency procurement activities with the various directorates and Master Cooperative Agreement Appendices as authorized by the APO. Monitors the preparation of requisitions, contracts, purchase orders and other procurement documents; Conducts Small Purchases, IFB and RFP solicitations for goods and services in conformity with budgetary appropriations and the procurement regulations of the agency, state, and government.
- Implements program functions and addresses administration issues with the APO and implements program function improvements. Identifies work flow concerns and makes recommendations to the APO for best practices to address ways to strengthen processes. Implements policies and procedures to maintain programmatic consistency on an intra-agency basis; interprets markets prices and trends for the benefit of the agency; provides back up for Illinois Army National Guard (ILARNG).
- Independently tracks and monitors all procurement activity to which he/she is assigned. Develops weekly update reports including any issues or problems, status, market changes and recommendations for improvement.

- Serves as designated lead worker; assigns and reviews work; provides guidance and training to assigns Monitor! the preparation of an array of procurement documents including specifications, formal bid requests and reports in conformity with the authorizations, procedures and centralized purchasing division of the Department and the maintenance of necessary purchasing records, stays up to date with current CMS Master Contracts and Joint Purchasing Agreements.
- Communicates to appropriate parties independently concerning open procurements, status, purchases, claims for payment or matters related to vendors or other departmental units.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration
- Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program. Prefers extensive knowledge of the kinds and grades of supplies used by the agency.
Specialized Skills
- Specialized Skills: Of the one year of experience, requires one year of experience working in BidBuy, the Master Cooperative Agreement and Federal Fiscal Law and the Enterprise Resources Planning (ERP) system with Systems Applications and Products (SAP).
Knowledge, Skills, and Abilities
- Prefers extensive knowledge of the kinds and grades of supplies used by the agency.
- Prefers experience with State Active Duty activation by the Governor in response to natural or man-made disasters or Homeland Defense missions.
- Requires ability to acquire and maintain a Common Access Card issued by Dep11rtment of Defense for computer access. Prefera certification as o BidBuy Trainer.
- Per Executive Order 2018-07, requires engagement with Business Enterprise Program contractors and subcontractors and support for the goals of the BEP program and Fair Contracting Task Force.
