ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation. 

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Job Responsibilities

Under direction, works with ICC procurement to verify appropriateness and adequate funding levels are available to process expenditures; performs audits and verifies purchasing and voucher information for completeness and accuracy; reviews for propriety of purchase and compliance with State regulations;  serves as a liaison with agency and vendor personnel to resolve discrepancies; posts expenditures to automated accounting system; examines travel vouchers for accuracy and completeness and processes for payment; serves as the agency vehicle coordinator for the Illinois Commerce Commission(ICC); organizes, plans, executes, controls and evaluates the operation of the ICCs vehicle program; manages day-to-day activities; implements procedures and practices to ensure vehicle policies are adhered to and in compliance with all applicable statutes, rules and policies; compiles, prepares and drafts procedures and detailed information for the proper accounting and utilization of state vehicles used by ICC; performs audits and verifies purchase and voucher information; compiles, examines and maintains budgeting, forecasting and spending information for Agency expenditures.

Knowledge, Skills, and Abilities

Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business or public administration; requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program; requires working knowledge of the principles of government accounting, program budgeting, personnel, statistics and procurement; requires the ability to develop and manage a small agency function program and to analyze administrative problems and adopt an effective course of action; requires the ability to estimate and budget for future needs and costs of personnel, space, equipment, supplies and services; requires the ability to prepare comprehensive accounting reporting; requires the abilty to review detailed written or numerical data and to make calculations rapidly and accurately and to evaluate and analzye accoutning records; requires the ability to establish and maintain satisfactory working relationships and to deal tactfully with controversial problems; prefers experience in accounting, auditing, budgetary planning and control or public accounting; prefers knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.

Education Degree

Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business or public administration; requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
