Position overview:
The Department of Healthcare and Family Services, Division of Eligibility is seeking to hire a motivated individual to serve as the Bureau Chief of Eligibility Administration. This position will oversee operations of the bureau which includes the Eligibility Audit, Personnel and Contract management sections. Additionally, this position will develop, recommend and implement program and operational policies, procedures, goals and objectives.
The ideal candidate will demonstrate their dedication to teamwork, the ability to work in a fast-paced, ever-changing environment, a strong supervisory background including experience managing staff, managing large scale operations, and the desire to promote and provide quality services on behalf of the State of Illinois

Essential Functions
- Subject to management approval, serves as Chief of the Bureau of Eligibility Administration by planning, directing,
and evaluating the operations and activities of the bureau - Serves as full line supervisor
- Provides leadership to Division managers/supervisors on personnel issues
- Provides leadership to Division managers/supervisors on audit activites
- Provides leadership on contract management
- Serves as a Division liaison and spokesperson for the Bureau
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Five (5) years of professional experience developing and implementing policies and procedures
- Five (5) years of experience supervising staff
- Five (5) years of professional experience overseeing developing and managing a major program for a state agency or public or private organization
- Five (5) years of professional experience in a public or private organization maintaining confidentially and handling sensitive information with professionalism
- Five (5) years of professional experience communicating with both internal and external stakeholders ensuring detailed analysis of work performed
- Five (5) years of professional experience meeting deadlines with strong attention to detail and ability to utilize critical thinking skills while multi-tasking multiple projects
Conditions of Employment
- Requires completion of background check and self-disclosure of criminal history
- Requires the ability to utilize and maintain state issued equipment such as a laptop and/or cell phone
- Requires ability to travel in the performance of duties, with overnight stays as appropriate

All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
