Position Overview

The Department of Innovation & Technology (DoIT) is seeking a highly skilled and organized individual to serve as a Payroll Analyst for Team A for the Department of Innovation & Technology (DoIT). Performs highly complex and specialized duties relating to payroll functions for all DoIT employees in assigned areas. Initiates and prepares payroll vouchers for submission to CMS and the Comptroller’s Office for processing payroll warrants each pay period for verifying adherence to all pertinent policies, rules, standards, guidelines and processing criteria. Organizes and assists with preparing supplemental payrolls. Prepares letters, memorandums, reports, graphs, etc., for supervisors/managers, employees, attorneys, auditors, etc. Assists Human Resources/Benefits staff with the GIFCS to ensure accurate payroll processing of group insurance for all Departments under the A&R Center. Attends and/or participates in various internal/external meetings, seminars, etc., concerning payroll administration. Job Responsibilities

30%  Under direction, serves as a Payroll Analyst for Team A for the Department of Innovation & Technology (DoIT):

  • Performs highly complex and specialized duties relating to payroll functions for all DoIT employees in assigned areas.
  • Performs highly responsible, complex and confidential payroll transactions including but not limited to calculations of temporary assignment pay, military pay, back wage claims, gross pay adjustments, salary adjustments, premium pay, separation payments, involuntary deductions, voluntary deductions, deduction adjustments, increase and decrease salary action, overtime garnishments, child support, tax exemptions, dock time and direct deposit.
  • Processes personnel transactions received from DoIT human resources staff including but not limited to promotions, transfers, demotions, suspensions, discharges, and separations.
  • Confers with supervisors/management staff and employees, gathers information data, and/or solicits input to resolve payroll issues.
  • Advises employees of procedures/policies to be followed in payroll to ensure compliance with Personnel Code, Personnel Rules, Pay Plan, and respective collective bargaining agreements.  
  • Interprets and complies with all policies, rules and procedures pertaining to various state and federal payroll programs such as direct deposit, parking fees, vehicle income usage, deferred compensation, retirement, flexible spending, FICA/Medicare, child support, union dues, association fees, savings bonds, tax levies, garnishments, bankruptcies, etc. to administer a comprehensive payroll program.  
  • Responds to telephone, mail, and walk-in inquiries/concerns regarding payroll processing, policies and procedures.

 

25%  Initiates and prepares payroll vouchers for submission to the Comptroller’s Office for processing payroll warrants each pay period for verifying adherence to all pertinent policies, rules, standards, guidelines and processing criteria:

  • Develops and reviews any descriptive inclusions, justifications, or attachments and/or computations for accuracy, completeness and timeliness.
  • Adjusts payrolls as necessary or mandated.
  • Verifies the accuracy and validity of data reflecting payroll transactions.  
  • Maintains comprehensive databases to prepare payroll related reports.

 

20%  Organizes and assists with preparing supplemental payrolls:

  • Maintains all related records and audit documents to assure accuracy and validity of data reflecting payroll transactions.  
  • Assists in processing wage garnishments, tax levies, bankruptcies, back wage claims, etc.  
  • Interprets, verifies, and adjusts pay plan codes to ensure automatic salary increases are computed accurately.

 

15%  Prepares letters, memorandums, reports, graphs, etc., for supervisors/managers, employees, attorneys, auditors, etc.:

  • Researches and compiles statistical data and information for special projects and reports.  
  • Maintains payroll files and procedure manuals as required by the A&R Center.
  • Recommends revisions to current policies and procedures.

 

 5%  Attends and/or participates in various internal/external meetings, seminars, etc., concerning payroll administration; i.e., deferred compensation, retirement, group insurance, vehicle income usage, software training, etc.:

  • Travels when held offsite.

 

 5%  Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college.
  2. Requires one (1) years of professional experience, preferably in human resources, or satisfactory completion of an approved training program.

 

Preferred Qualifications (In Order of Significance)

  1. One (1) of experience with payroll processing. 
  2. One (1) of experience using the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, and guidelines derived therefrom.
  3. One (1) year of experience utilizing the Central Payroll System, Personnel Examination and Eligibility Records System (PEERS) and Central Time and Attendance System (CTAS), and/or ePASS.
  4. One (1) of experience using Microsoft Outlook, Microsoft Word, Microsoft Excel, Microsoft Access and Mobius.
  5. Ability to treat with a high volume of information; sorts information into like categories, and verify by a systematic method the reliability of held information.
  6. Ability to articulate human resources administration information in descriptive terms to others not versed in the personnel system.
  7. Demonstrated ability to read, assimilate and recall with a high degree of proficiency facts and figures.
  8. Demonstrated ability to present facts clearly both orally and in writing.
  9. Ability to use standard formula in production of measures reflecting characteristics of data.
  10. Ability to conceptualize and hence to demonstrate relationships between things, person, and ideas. 
  11. Demonstrated ability to write correspondence and reports that contain conceptualizations, facts, and descriptive and quantitative inclusions.  
  12. Ability to use computer systems, software, templates or other guides.
