Position overview: 

The Illinois Department of Healthcare and Family Services (HFS) is seeking to hire a qualified individual to serve as a Project Manager in the Bureau of Fiscal Operations by managing the IT and process development and improvement projects affecting the operations of the Bureau. This position plans, directs, and evaluates the development and implementation of financial reporting process improvements within the Bureau; directs the maintenance and development of programs to monitor financial transaction and ledger information from multiple sources; confers with designated supervisory/management staff in various bureaus to ensure the integration of program function activities in resolving administrative problems regarding the completion for making improvements in financial transaction processing and financial reporting throughout the Department; plans and directs the development and implementation of special projects regarding data processing for the bureau, including record retention and record sharing projects; and directs the development and execution of systems to ensure an accurate and timely project implementation.

Essential Functions

  • Subject to management approval, serves as a Project Manager for the Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Fiscal Operations by managing the IT and process development and improvement projects affecting the operations of the Bureau
  • Plans, directs, and evaluates the development and implementation of financial reporting process improvements within the Bureau
  • Directs the maintenance and development of programs to monitor financial transaction and ledger information from multiple sources
  • Confers with designated supervisory/management staff in various bureaus to ensure the integration of program function activities in resolving administrative problems regarding the completion for making improvements in financial transaction processing and financial reporting throughout the Department
  • Plans and directs the development and implementation of special projects regarding data processing for the bureau, including record retention and record sharing projects
  • Directs the development and execution of systems to ensure an accurate and timely project implementation
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with coursework in business or public administration
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Three (3) years of professional experience serving as a project manager preferably with experience overseeing an accounts receivable system
  • Three (3) years of professional experience developing business policies and requirement documents for information technology systems in public or private organizations
  • Three (3) years of professional experience planning and/or directing the development and implementation of projects preferably dealing with asset or income information discovery
  • Two (2) years of professional experience maintaining and/or developing of programs to cost avoid medical expenditures for a public or private organization
  • Three (3) years of experience designing and preparing informational and statistical reports
  • Two (2) years of experience performing research and preparing detailed project plans

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This includes the ability to work evenings and weekends
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
    of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
