Job Responsibilities

This position is accountable for performing analysis and enhancements to computer applications leading to more effective resource management and productivity control.  This position is also responsible for training users in the utilization of operational and information systems within the department.

This position reports to the Enterprise Application Development Manager.  There are no subordinates reporting to this position.   

This position functions in an environment where s/he plans and executes the tasks necessary to develop and enhance computerized systems that serve specific managerial and operational needs.  The incumbent may at times lead automation projects which involve programmers, analysts, and consultants.  In order to effectively perform these activities s/he must maintain a high level of expertise in data processing, system design, and programming skills and techniques.  The incumbent works closely with common business oriented language (COBOL), Job Control Language (JCL), Information Management System Database Manager and Data Communications (IMS DB/DC), Visual Basic for Applications (VBA) programming, Time Sharing Option and Interactive System and Productivity Facility (TSO/ISPF), Multiple Virtual Storage (MVS), and Automated Production Control and Scheduling System  (APCSS) source code management software (Panvalet).  In addition, s/he utilizes .NET development, Microsoft Office suite applications, Microsoft SharePoint and Access, CA Technologies Telon (CA-Telon) application generator, Easytrieve Plus report generator, Structured Query Language Server (SQL) Reporting Services (SSRS), and other web applications and server-based application development products. 

The greatest challenge of this position is to design, develop, and implement administrative systems that maximize the department’s utilization of resources to assure timely and effective completion of departmental objectives.  To meet this challenge s/he must combine the complex and dynamic requirements of the department with state-of-the-art technology and computer systems.  A typical problem for the incumbent entails identifying and resolving a user’s production system issue in an expeditious manner so that administrative operations remain on schedule.

This position is personally responsible for developing detailed written plans for each phase of the system design and implementation process.  This includes division of effort and specification of activities into phases, subdivision of activities into tasks, estimation of the timeframe required to accomplish each task, and creation of a mechanism to track the status of each activity.  S/He performs analysis, support, and implementation of cost-effective solutions to management issues using the mainframe computer platform.  The incumbent maintains contact with users for the purpose of understanding their system needs.  Additionally, s/he develops and conducts training seminars for the use of systems applications.  The incumbent also evaluates new software for applicability and value to the department.  

This position has the freedom to act and solve problems within limits set by the Enterprise Application Development Manager.  S/He is constrained by departmental regulations and policies. 

The incumbent must maintain communications with staff in the central office, district data processing managers, and users for the purpose of keeping a current awareness of their computer application needs.  Keeping abreast of user needs allows the Bureau of Information Processing to effectively plan for new systems and/or enhancements to existing systems.  External contacts include other state agencies and software vendors. This position requires occasional statewide travel which may include overnight stays. 

The effectiveness of this position can be measured by the ability of the incumbent to recognize and understand users’ needs and subsequently develop application solutions to meet these needs.  Another measurement of the incumbent’s effectiveness is the successful training of users in the use of automated solutions. 

Principal Accountabilities

7.    Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
8.    Performs other duties as assigned.


Position Requirements 

•    Experience/Education:

  • Completion of a bachelor's degree majoring in Information Technology Management or Computer Science, OR
  • Completion of two years of college plus two years of experience in mainframe hardware and software including COBOL, JCL, IMS DB/DC, advanced Microsoft Excel, or a combination thereof, OR
  • Six years of experience in mainframe hardware and software including COBOL, JCL, IMS DB/DC, advanced Microsoft Excel, or a combination thereof

•    Occasional statewide travel which may include overnight stays
•    Valid driver’s license

Position Desirables

•    Experience in mainframe system development including requirement definition, analysis, design, specifications, programming, walkthroughs, and implementation
•    Experience with VBA programming, TSO/ISPF, MVS, Panvalet, .NET, Microsoft Office suite, Microsoft Access and SharePoint, CA-Telon, Easytrieve Plus, and/or SSRS
•    Effective communication skills
