This position also serves as a lead worker and project leader for People Services. Essential Functions

⦁    Under general direction, serves as the Transactions Lead for the Department off Innovation & Technology (DoIT), performing complex, specialized professional transactions related functions in in the People Operations (PO) division.
⦁    Independently reviews, approves, and corrects personnel transactions prepared by subordinate staff, verifying and ensuring accuracy, completion and compliance with the Personnel Code and Rules, Pay Plan, collective bargaining agreements, etc.
⦁    Serves as designated lead worker to professional staff.
⦁    Prepares, maintains and stores a variety of personnel records and electronic files.
⦁    Assists the People Services Compliance Manager with audit requests related to personnel transactions and employee performance evaluations.
⦁    Serves as the agency liaison with CMS Transactions and DoIT Payroll for transactions related actions.
⦁    Serves as a project leader on assigned projects including compiling and directing the preparation of reports relating to all aspects of transaction processing.
⦁    Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience.

Specialized Skills

⦁    Requires two (2) years of professional experience processing and managing State of Illinois personnel transactions processes, including facilitating a full range of employment actions for State of Illinois employees. 
⦁    Requires two (2) years of professional experience utilizing, interpreting and applying the State of Illinois CMS Transactions Manual to process personnel transactions. 
⦁    Requires two (2) years or professional experience utilizing personnel-related computer systems, including Personnel Examination and Eligibility Records System (PEERS), Human Resources information System (HRIS) and SuccessFactors or similar systems to research, process and track personnel transactions.
⦁    Requires two (2) year of professional experience utilizing, interpreting and applying State of Illinois Personnel Code, Rules, Pay Plan, and Collective Bargaining Agreements (CBAs) to process and manage personnel transactions.
 

Preferred Qualifications

⦁    Two (2) years of professional experience processing and managing State of Illinois personnel transactions processes, including facilitating a full range of employment actions for State of Illinois employees or similar personnel transactions processes. 
⦁    Two (2) years of professional experience utilizing, interpreting and applying the State of Illinois CMS Transactions Manual or similar personnel transactions manual to process personnel transactions. 
⦁    Two (2) years or professional experience utilizing personnel-related computer systems, including Personnel Examination and Eligibility Records System (PEERS), Human Resources information System (HRIS) or similar personnel-related systems to research, process and track personnel transactions.
⦁    Two (2) years of professional experience utilizing, interpreting and applying State of Illinois Personnel Code, Rules, Pay Plan, and Collective Bargaining Agreements (CBAs) or similar codes, rules, plans and agreements to process and manage personnel transactions.
⦁    Two (2) years of professional experience serving in a lead worker or supervisory capacity over human resources/personnel professionals, including training and mentoring staff. 
⦁    Ability to lead projects, prepare reports for management, compile transaction process data, and participate in stakeholder meetings.
⦁    Extensive proficiency in Microsoft Office applications including Word, Excel, SharePoint, Outlook and Teams to manage personnel transactions, maintain records, and facilitate communication. 
⦁    Ability to effectively multitask, organize and coordinate multiple competing priorities and projects.
⦁    Ability to develop and maintain cooperative working relationships, while coordinating with relevant agencies or departments to resolve discrepancies and prevent payroll discrepancies. 
⦁    Demonstrated verbal and written communication skills.
