This position also coordinates tests and implementation of system modification with agency users. Essential Functions
25% Under general direction, serves as the Unit Supervisor for the Department of Innovation & Technology (DoIT), supporting the Department of Human Services (DHS):
- Plans, assigns and coordinates activities of applications staff in the Disbursement/Food Stamps Unit.
- Establishes and manages projects, schedules, target dates and objectives.
- Implements policies, procedures and standards for the unit.
- Reviews operational reports.
- Recommends staffing level, budgetary and training needs.
25% Receives and analyzes requests from system users and determines feasibility:
- Prepares cost, timing, and equipment requirements.
- Participates in coding and testing with COBOL, JCL, Easytrieve Plus, CICS, DB2, ISM, Telon, systems analysis and project management.
- Monitors overall system design and development.
- Verifies system readiness for implementation.
- Reports on status of assignments.
20% Serves as a working supervisor:
- Assigns and reviews work.
- Provides guidance and training to assigned staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day-to-day operating needs.
- Establishes annual goals and objectives.
- Approves time off.
- Prepares and sign performance evaluations.
15% Consults with users and production staff regarding system or program problems:
- Collaborates with unit staff to analyze problem areas and develop solutions.
- Maintains contact with user area system administration to discuss schedules, clarification of requests, resolution of production problems and priorities of future assignments.
5% Coordinates tests and implementation of system modification with agency users:
- Confers with Client Information Systems (CIS) staff members and agency users to coordinate efforts and resolve problems.
5% Represents the Disbursements team by attending meetings and conferences:
- Attends and participates in Information Technology continuing education, both formal and in-service training.
5% Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with coursework in management information systems, data processing or telecommunications or directly related fields.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.
Specialized Skills
- Requires three (3) years of professional application development experience utilizing COBOL, JCL, Easytrieve Plus, CICS, DB2, ISM and Telon.
- Requires three (3) years of professional experience in systems analysis and project management.
Preferred Qualifications
- Three (3) years of professional application development experience utilizing COBOL, JCL, Easytrieve Plus, CICS, DB2, ISM and Telon.
- Three (3) years of professional experience in systems analysis and project management.
- Three (3) years of experience supervising a team of IT professionals in a large organization.
- Extensive knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.
- Ability to analyze administrative problems and adopt an effective course of action.
- Ability to develop and maintain cooperative working relationships.
- Demonstrated verbal and written communication skills.

- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
