Essential Function 1
30%     Develops and recommends programs for the acquisition of leaseholds, easements, permits, land exchange/donations, licenses from both private owners and government agencies in support of mission requirements in addition to:

  • Submits required reports to the National Guard Bureau (NGB), Real Estate Division in accordance with (IAW) all Federal, State, Agency, Unified Facilities Criteria.
  • Establishes, implements, and reviews documentation for capitalization of all improvements for all major and minor construction projects. 
  • Inspects/reviews the DD Form 1354, Transfer and Acceptance of Military Real Property for accuracy.
  • Audits records for discrepancies, prepares and posts adjustments to vouchers, and ensures financial statements are created in compliance with Financial Improvement and Audit Readiness (FIAR) requirements.
  • Initiates and maintains worksheets by continually posting and balancing computations from a compilation of data for submission to higher headquarters.

Essential Function 2
30%     Monitors all programming documents, work orders, and contracts to ensure all changes affecting real estate records are reflected. This review includes:

  • Agency internal efforts implemented to accomplished to alter and modify facilities, the removal of real property installed equipment, and the addition of land so that capitalization of government assets occurs in a timely manner.
  • The preparation and maintenance of auditable real estate/property accounts IAW all applicable federal and state laws, policies, and regulations. 
  • The responsibility to provide documentation to defend all land acquisition proposals, executing actions, changes in use of facilities, facility disposals, as well as any action affecting installation real estate holdings.
  • Close coordination with other government agencies in all land executing actions.
  • Completing analysis of new construction, maintenance and repairs, rehabilitation, etc., performed as agency internal personnel to determine the increase or decrease in the facility asset’s readiness so the appropriate unit of measurement is adjusted accordingly.
  • Makes and adjudicates determinations pertaining to the applicability of the monetary amount capitalized by asset and records the findings on transfers of new constructions.


Essential Function 3
20%     Works directly for the Construction and Facilities Management Office, Military Facilities Engineer (Master Planner).   

  • Refers to all applicable Federal, State, Agency, laws, policies, regulations, and procedures, as well as Army Corps of Engineers, Local, State, and Federal Real Estate directives when coordinating real estate actions.
  • Works with all associated and affected DMA and ILARNG entities, in addition to the USPFO, Finance & Accounting, National Guard Bureau, and other Real Property Managers.
  • Prepares all work to be subjected to audit by the USPFO, IAW the Unit Effectiveness Inspections requirements, and the taskings of the Army Audit Agency whenever the Command deems necessary.
  • Provides and establishes an effective Building Managers Program.

Essential Function 4
15%     Tracks inventory of all Real Property including Real Estate, fixed assets, and installed property, to satisfy the Army, NGB, and ILARNG requirements.

  • Conducts research on field inspection reports, drawings, specifications, plans, blueprints, and maps to establish required data pertaining to building dimensions, footage, type and cost, exterior utility systems, pavements, plants, miscellaneous structures, land areas reflecting meters, bounds and bearings. 
  • Accounts for all alteration, replacement, and removal of property installed there on. 
  • Maintains status on new construction, which is an auditing accountability for property comprising the Base Real Property inventory value. 
  • Serves as the system administrator for the PRIDE, RPLANS, ASIP, and BUILDER systems along with other facilities management software.
  • Maintains all real property data and supporting documentation in appropriate systems of record.
  • Establishes and completes progressive, physical inventories of all building, facilities, and installed property as required by applicable laws, policies, and regulations.
  • Checks description capacity, space use, and real property installed equipment, and other base data. 
  • Research construction transfer documents, drawings, equipment lists, nomenclatures, entering data such as floor space, systems capacities, heating, air conditioning, utility, and other items for input into appropriate systems of record. 
  • Establishes and maintains the Real Property Inventory Report; ensures that all installation data is updated and current prior to report submission.

Essential Function 5
5%     Performs additional duties as required or assigned, which are reasonably associated within the scope of the duties enumerated above.

 

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of 4 years of high school or 12 months of practical experience with Installation Status Reporting and/or Military Real Property Development.
  2. Requires thorough knowledge of the Illinois National Guard organization and its structure.
  3. Requires the ability to effectively communicate with representatives of the Department of Military Affairs, the Illinois National Guard, contractors, architect and engineering firms, material suppliers, trainers, OICs, Armory Managers etc.
  4. Requires the ability to prepare and analyze reports and maintain records in both written and digital formats.
  5. Requires moderate-level proficiency utilizing Microsoft Office suite including but not limited to MSWord, Excel, Access, PowerPoint, SharePoint, Outlook, and Teams etc.
  6. Requires an astute attention to detail for processing large quantities of data and in performance of quality control and assurance measures.

 

Preferred Qualifications

       1. Prefers the applicant possess 4-year bachelor’s degree in the Construction Management Fields.
       2. Prefers two years or more of experience in construction, repairs, facility management or related fields.
       3. Prefers 3-5 years’ experience with Computerized Maintenance Management Systems, Facility Management Systems, and/or Building Automation System software.
       4. Prefers some knowledge of the ISR modules, top load systems and data linkage between systems including but not limited to: RPLANS, PRIDE, BUILDER, ASIP, IT Metrics etc.


Employment Condition

      1. Requires active or retired (20 years) membership in the Illinois National Guard or retired (minimum 20 years) US Armed forces, if last duty assignment was with the Illinois National Guard.
      2. Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.
      3. Must be able to obtain and maintain the appropriate security clearance as work may require access to classified information.
      4. Requires statewide travel in support of collection activities.
      5. Requires the ability to complete extended outdoor, varying site, data collection and the associated physical activities including but not limited to bending, lifting, and carrying supplies and equipment of more than 40 lbs. 
      6. Requires being on feet for long periods of time; the ability to climb stairs and ladders.
      7. Requires the ability to withstand extreme temperature changes.
      8. Requires a valid driver’s license in the appropriate classification as required by law.
