POSITION OVERVIEW

 

The Illinois Liquor Control Commission is seeking to hire an Office Administrator IV (Licensing Supervisor) to oversee operations within the Springfield Office Licensing Division. This individual will serve as a detail-oriented, proactive supervisor, leading a team of professionals dedicated to ensuring compliance with licensing regulations for the alcohol beverage industry in Illinois. The Supervisor will be responsible for managing licensing operations, including supervising staff, overseeing the application processing functions, and ensuring adherence to the Illinois Liquor Control Act and other relevant regulations. The role requires strong supervisory experience, with a focus on efficiency, quality control, and system updates to streamline operations. The Office Administrator IV (Licensing Supervisor) will develop and maintain standard operating procedures, act as a project liaison and technical expert, and support the implementation of the Licensee Master Software System. The ideal candidate will demonstrate the ability to adapt to a fast-paced, evolving environment, while maintaining a commitment to accuracy and service excellence.This position requires extensive knowledge of the Illinois Liquor Control Act, as well as experience in interpreting and enforcing licensing rules, regulations, and procedures. Strong communication skills, both written and oral, are essential for interacting with internal and external stakeholders, including the public, other divisions, and regulatory agencies. The Office Administrator IV (Licensing Supervisor) will also ensure staff training and development, promoting a culture of continuous improvement within the division.

Essential Functions

  • Under the direction of the Licensing Manager, organizes, directs, evaluates, and manages the Springfield Office Licensing Division.
  • Serves as an inter-divisional liaison to provide appropriate licensing information to management personnel in any requesting division.
  • Responds to visitor queries regarding the Illinois Liquor Control Commission (ILCC) licensing operation.
  • Researches, gathers information, and independently performs special projects and studies.
  • Serves as a working supervisor.
  • Serves as staff assistant to the Licensing Manager.
  • Serves as a technical expert on the ILCC software system.
  • Designs reports and compiles studies using various software.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of two years of study at a secretarial/business college and two years of office experience; or completion of high school and four years of Office Assistant experience; or four years independent business experience.

Preferred Qualifications

  • Prefers one (1) year of experience with governmental programs, policies, and operations.
  • Prefers one (1) year of experience explaining and interpreting simple statutory requirements, rules, regulations, and procedures.
  • Prefers two (2) years of professional experience communicating in oral and written form with internal and external parties.
  • Prefers two (2) years of experience utilizing computers and programs such as, Microsoft Office products (Word, Outlook Excel) for emails, online meeting coordination, and administrative functions.
  • Prefers two (2) years of experience establishing, developing, and following written instructions and procedures.
