Position Overview
The Division of Mental Health is seeking to hire a Business Administrative Specialist for the Alton Mental Health Center located in Alton, Illinois to serve as Purchasing Officer. Implements and monitors all aspects of the commodities and purchasing equipment including contracts and associated documents. Serves as designated lead worker. In the absence of the Accountant Supervisor, performs professional accounting work required in the maintenace of the statewide computerized accounting system. Serves as backup to the Business Manager. Participates as member of Environment of Care committee. Assists in the development and execution of the hospital's budget.
Essential Functions
- Serves as Purchasing Officer for Alton Mental Health Center.
- Assists in preparing contracts and associated documents for the facility in regard to purchasing.
- Serves as designated lead worker.
- In the absence of the Accountant Supervisor and the Business Manager, performs professional accounting work required in the maintenance of the statewide computerized accounting system.
- Serves as back-up to the Business Manager.
- Participates as a member of the Environment of Care Committee.
- Assists the Business Manager in the development and execution of the hospital’s budget for submission to the Central Office as related to stores, purchasing and equipment.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with a major in business administration or a related field.
- Requires one (1) year of progressively responsible business experience.
Preferred Qualifications
- Two (2) years of professional experience coordinating fiscal, business and service operations for a public or private organization.
- Two (2) years of professional experience establishing contracts for goods and services for a public or private organization.
- Two (2) years of professional experience assisting in the planning and development of budgets and other budgetary reports.
- Two (2) years of professional experience training and directing staff engaged in business and service functions for a public or private organization,
- One (1) year of experience communicating effectively both verbally and in writing.
- One (1) year of basic proficiency in Microsoft, Word, Excel, etc.
Conditions of Employment
- Requires the ability to utilize office equipment, including personal computers.
- Requires ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
