Position Overview
The Division of Mental Health is seeking to hire a Business Manager for the Alton Mental Health Center to serve as working supervisor over purchasing, stores and housekeeping. Responsible for assigning and reviewing work of subordinate staff. Serves as Contract Officer for the hospital, implements and monitors all aspects of the contractual services including creation of contracts and associated documents. Serves as back-up to purchasing. Assists in the development and execution of the hospital’s budget.
Essential Functions
- Serves as Contract Officer for the hospital.
- Prepares contracts and associated documents for the facility in regards to contractual services.
- Serves as working supervisor.
- Reviews and verifies the inputs, adjustments, reconciliations, outputs and supporting accounting records.
- Serves as back-up to purchasing.
- Assists in the development and execution of the hospital’s budget for submission to the Central Office as related to contractual services.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with a major in business administration or a related field.
- Requires two (4) years professional business experience such as might be obtained as a Business Administrative Specialist OR successful completion of a training course approved by the agency.
Preferred Qualifications
- Two (2) years of professional experience in accounting, auditing, budgetary planning and control or public accounting and support services for a public or private organization.
- Two (2) years of professional experience planning and directing fiscal and business services.
- Two (2) years of professional experience implementing and monitoring all aspects of contractual services including obtaining bids, negotiating and awaiting bids for a public or private organization.
- Two (2) years of professional experience preparing contracts and associated documents in regards to contractual services.
- Two (2) years of professional experience analyzing a variety of accounting data and creating reports.
- Two (2) years of professional experience communicating effectively both verbally and in writing to a large variety of people.
Conditions of Employment
- Requires the ability to utilize office equipment, including personal computers.
- Requires ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
