Position Overview
The Division of Mental Health is seeking to hire an Information Systems Manager for the Alton Mental Health Center located in Alton, Illinois to plan, organize and implement the total communications and information systems for both civil and forensic buildings. Establishes policies and procedures for use and security of management information. Determines computer hardware needs throughout the facility. Initiates and reviews computer equipment requests to maximize computer resources. Serves as a member of various network and statewide committees.
Essential Functions
- Serves as the Information Systems Manager.
- Serves as working supervisor.
- Reviews, prioritizes and approves all requests submitted for data analysis, report generation, application development and maintenance and repair.
- Determines computer hardware needs throughout the facility.
- Serves as a member of various network and statewide committees.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college.
- Requires prior experience equivalent to three (3) years of progressively responsible computer science experience in a computer-based management information system.
Preferred Qualifications
- Four (4) years of professional experience developing procedures to recommend and implement programs and policies and revisions to improve information technology services for information systems of a public or private organization.
- Two (2) years of professional experience in the application of advanced statistical analysis for a public or private organization.
- Two (2) years of professional experience working with computer software development and enhancement for a public or private organization including implementation and revisions to information systems.
- Two (2) years of professional experience providing technical and analytical services of information systems for a public or private organization.
- Two (2) years of professional experience in a Mental Health setting including knowledge of the federal reporting process and Medicaid reporting and billing.
- Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling, training staff, approving time off and preparing and signing performance evaluations.
Conditions of Employment
- Requires ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
Work Hours: Monday - Friday, 8:00am - 4:30pm; 1-hour unpaid lunch
