Position Overview

The Division of Mental Health is seeking to hire a Rehabilitation Service Manager for the Alton Mental Health Center located in Alton, Illinois, responsible for directing all activity therapy, rehabilitation, educational and vocational programs for mentally ill forensic (90%) and civil (10%) patients. Develops federal, state and local funding grants. Negotiates contracts with local community providers to provide services. Confers with other program heads to identify broad needs for the hospital. Develops a plan to implement alternatives to restraint/seclusion which outlines the roles and responsibilities of program staff. Secures work site for patient safety. Serves on a variety of hospital and statewide committees promoting patient safety.

Job Responsibilities

  1. Serves as the Rehabilitation Services Manager responsible for directing all activity therapy, rehabilitation, educational and vocational programs for mentally ill forensic (90%) and civil (10%) patients at the Alton Mental Health Center. 
  2. Serves as working supervisor.
  3. Develops written proposals for federal, state and local funding grants.
  4. Confers with other program heads to identify broad needs for the hospital.
  5. Develops a plan to implement alternatives to restraint/seclusion which outlines the roles and responsibilities of program staff; implements treatment planning practices which focus on alternatives to restraint/seclusion use.
  6. Develops and teaches classes to forensic (90%) and civil (10%) patients.
  7. Secures work site for patient safety.
  8. Serves on a variety of hospital and statewide committees representing the needs of the patients, hospital and program needs.
  9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services. 

Preferred Qualifications

  1. Three (3) years of professional experience administering a rehabilitation service-delivery program for persons with mental illness for a public or private organization.
  2. Two (2) years of professional experience working with Federal and State regulations and procedures developing plans to meet the service needs of individuals with mental illness.
  3. Two (2) years of professional experience developing written proposals for federal, state and local funding grants for a public or private organization.
  4. Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, training staff, and preparing and signing performance evaluations.
  5. Three (3) years of professional experience interacting and communicating clearing and tactfully with a wide range of individuals that include state agency officials, the public, internal and external stakeholders, community service providers, professional and lay groups and employees. 
  6. Two (2) years of professional experience establishing and maintaining effective working relationships in communities served and developing/implementing recommendations for service needs for patients with mental illness.

Conditions of Employment

  1. Requires the ability to utilize office equipment, including personal computers.
  2. Requires the ability to obtain and maintain Cardiopulmonary Resuscitation (CPR) certificate.
  3. Requires the ability to physically retrain patients to prevent injury to patient or others.
  4. Requires the ability to work after business hours, weekends and holidays.
  5. Requires the ability to travel in the performance of job duties.
  6. Requires the ability to pass the IDHS background check.
  7. Requires the ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
