Position Overview

The Division of Mental Health is seeking to hire a Security Officer Chief for the Alton Mental Health Center located in Alton, Illinois to plan, organize and direct the overall operation of the hospital Security Department, including a large forensic population. Collaborates with the hospital’s Governing Body, Office of Inspector General (OIG) internal investigator and Environment of Care Committee to verify that all aspects of the hospital’s safety and security program is carried out as designed. Serves as working supervisor. Provides in-service training to hospital staff in safety and security training areas. Develops new and revises existing policies and procedures related to the safety and security programs. Develops and prepares a variety of reports related to security operations.

Essential Functions

  • Plans, organizes, and directs the overall operation of the hospital Security Department at the Alton Mental Health Center, including a large forensic population.
  • Serves as a working supervisor.
  • Schedules and monitors safety activities for the hospital.
  • Directs patient property and control system.
  • Develops and prepares a variety of reports related to security operations for the Hospital Chief Executive Officer, Environment of Care Committee and the Administrative Executive Committee on security, special investigations, and budget/staff projections.
  • Provides in-service training to hospital staff in safety and security training areas.
  • Coordinates the completion and maintenance of the staff and patient photo identification program utilizing computer-based programs and other photographic equipment.
  • Participates in Crisis Prevention Institute (CPI) training for the non-violent physical control of combative patients.
  • Patrols hospital grounds and buildings on foot and in a vehicle enforcing parking and traffic regulations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of high school.
  • Requires two (2) years supervisory experience in safety and protection service or investigative work.

Preferred Qualifications

  • Five (5) years of experience working with security requirements and regulations for a public or private organization.
  • Five (5) years of experience directing the daily operations of a Security Department for a public or private organization.
  • Five (5) years of experience working with emergency response procedures including fire safety and controls for a public or private organization. 
  • Three (3) years of experience supervising and training staff.
  • Three (3) years of experience formulating security regulations and emergency response plans consistent with regulations and directives. 
  • Three (3) years of experience communicating effectively both orally and in writing. 
  • Bachelor’s degree or equivalent in criminal justice, public safety, or emergency management.

Conditions of Employment

  • Requires the ability to acquire and maintain Cardiopulmonary Resuscitation (CPR) certificate and to perform and deliver mouth to mask CPR and manual resuscitation in emergencies.
  • Requires the ability to climb stairs, physically restrain and control combative and/or violent patients.
  • Requires the ability to respond to facility-wide emergencies and perform emergency medical duties/assistance.
  • Requires the ability to pass Crisis Prevention Intervention (CPI) training.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
