Created in 1979, the Illinois Guardianship and Advocacy Commission protects the rights and promotes the welfare of persons with disabilities.  A board of 11 commissioners, who serve without compensation, govern the agency.  The Commission is an executive state agency created to safeguard the rights of persons with disabilities. By providing legal representation, investigating complaints of rights violations, and providing state guardianship for Illinois' population with disabilities, the Commission has given voice to those who have previously gone unheard. 

Position Overview

The General Managing Administrator manages serveral regional offices that provide financial and legal guardianship services for disabled adults.  The administrator also implements, interprets, and evaluates Guardianship programs, policies, and procedures while supervising program staff in regional offices.  The GMA serves as legaul authorized desginee for the Guardianship State Administrator.   Join our team and experience the reward of helping others in the community. 

Job Responsibilities

1. 25% Supervises staff directly through subordinate supervisors; assigns work; approves time off; provides guidance and training; gives oral reprimands; effectively recommends grievance resolutions; completes and signs performance evaluations; establishes annual goals and objectives; counsels staff on problems with productivity, quality of work and conduct; determines staffing needs to acheive program objectives; reviews activity reports.

2. 25% Manages daily operations of the Eygyptian Regional Office and supervises the Guardianship Regional Administrators for the East Central and Metro East Regional offices that provides financial and legal guardianship services for disabled adults; implements, interprets and evaluates guardianship programs, policies, and procedures; participiates in monitoring the activities of provider agencies to ensure that services are in compliance with the law and in the best interest of the clients.

3. 25% Serves as legally authorized designee for the Program Director for the Office of State Guardian; establishes and updates case records and activity reports: designs procedures to collect statistical information for the administration of regional and statewide guardisanship programs; develops special reports.

4. 10% Develops formal training programs for guardianship issues; approves training manuals and /or informational materials; evaluates problems and develops procedures to resolve. 

5. 10% Develops oral and written presentations to explain the guardianship program;  attend and participates in management meetings; provides regional input into developing statewide guardianship policies.  

6.  5% Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. 

Preferred Qualifications

Preferred Qualifications:

1. Three (3) years of experience in guardianship practices or knowledge of guardianship practices and /or case management skills. (20)

2.  Three ( 3) years supervisory experince managaing and coordinating activities of staff (20)

3.  Three (3) years experience handling staff grievances and resolutions (20)

4.  Three (3) years experience developing and presenting written and oral presentations (20)

5.  Three (3) years experience developing and implementing staff training programs (10)

6.  Three (3) years experience supervising staff of three (3) or more (10)

Physical Requirements

Employment Conditions

1.  Must be willing to complete National Center for Guardianship Certification Course Review and Exam Course within first 12 months of employment.

2. Ability to travel

Education Degree

Minimum Qualifications:

1.  Requires knowledge, skill, and mental development equivalent to four (4) years of college preferable with coursework in health and human services.

2.  Requires three (3) years of progressively responsible administrative experience in health, human services, or social service field.
