SITE SUPERINTENDENT III

Position Overview

The Illinois Department of Natural Resources is looking to hire a Site Superintendent III at Rice Lake State Fish & Wildlife Area for The Office of Land Management. This position operates vehicles in excess of 26,001 pounds with Air Brakes to carry out site operations throughout the region when needed; serves as a supervisor directing and participating in maintenance of site operations while providing guidance and training to staff to meet daily operational needs; prepares, submits, and monitors capital improvement budgets and annual plans of work; plans and promotes site activities and programs; and serves as the Department's representative for various meetings and public hearings. Rice Lake and the surrounding areas provide an excellent opportunity for wildlife observation, the backwater wetland area is used by thousands of ducks and geese as they move through central Illinois during the changing seasons. Essential Functions

• Serves as full-line supervisor.
• Manages the operation of Rice Lake FWA, Banner Marsh, and Double T.
• Directs and participates in the maintenance of site grounds, facilities, and equipment.
• Plans, coordinates, and implements site audit activities and programs compatible with the Natural Resource base.
• Establishes and maintains effective working relationships with the media and interested groups of individuals.
• Explains and monitors agency policies, rules, and regulations to site visitors to assure compliance.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
  above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to a bachelor’s degree in parks and recreation administration or natural resource area administration.
• Requires four years of supervisory experience in managing an outdoor recreational park or natural public area.

Preferred Qualifications

• Working knowledge in waterfowl and wetland management.
• Extensive knowledge of agency programs, policies, and procedures.
• Four (4) years of experience in assigning and supervising the work of assistants and staff members.
• Three (3) years of experience in applying appropriate levels of knowledge in problem solving situations and adopting an effective course of action to develop and maintain cooperative working relationships.
• Two (2) years of experience in evaluating program effectiveness and making recommendations on policies and procedures.

Conditions of Employment

• Requires completion of a background check and self-disclosure of criminal history.
• Requires valid Class A Commercial driver’s license with airbrakes designation.
• Requires ability to travel in the performance of duties.
• Ability to obtain pesticide operator’s license within 6 months of employment.
• Ability to obtain Burn Boss certification within 18 months of employment.
• Ability to work under adverse environmental conditions on a year-round basis.
• Ability to operate and maintain tools, equipment, and material utilized in the maintenance, repair, and care of site resources, buildings, and grounds.
• Ability to lift, carry and transport loads exceeding sixty pounds.
• Ability to walk over rough and broken terrain.
• Ability obtain and maintain First Aid/CPR certifications within 6 months of employment.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings. 
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

OLM facilitates activities from small group interpretive programming at Historical Sites, to hiking, hunting, fishing, boating, and camping.
