Position Overview
This position is accountable for performing inspections and testing of Portland Cement Concrete (PCC) and related mixtures used on construction projects in the district to ensure that only materials approved by the department are used. This position must understand and evaluate test results as well as develop good working relationships with highway contractors and PCC producers.
Essential Functions
- Performs all required tests on Portland Cement Concrete (PCC) mixtures produced for assigned construction projects.
- Ensures all PCC and related mixtures produced for assigned construction projects comply with applicable specifications and special provisions.
- Monitors effectiveness of quality control and function of concrete mixtures and admixtures.
- Inputs test results from assigned construction projects into the department’s Construction and Materials Management System (CMMS) or applicable system. Inputs other tests as assigned.
- Assists and occasionally calibrates PCC plants as assigned. Reviews mixture designs as assigned.
- Develops a good working relationship with the department’s materials and construction personnel, contractors, and producers.
- Ensures all required inspections are made.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conductive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS thirty months of engineering experience; OR six years of engineering experience.
- Certification in IDOT’s Quality Management Training Program Portland Cement Concrete Level I.
Preferred Qualifications
- Certification in IDOT’s Quality Management Training Program Mixture Aggregate Technician and Portland Cement Concrete Level II.
- Good oral and written communication skills.
- Working knowledge of materials and testing equipment.
- Ability to maintain harmonious relations with fellow employees, contractors, and the public.
- Strong problem solving and decision-making skills.

- Requires a valid driver’s license.
- Requires extensive districtwide travel and occasional statewide travel with overnight stay.
- Requires 24/7 emergency call availability.
- Requires overtime as assigned.
- Requires heavy/repetitive lifting to 50 pounds.
- Requires successful completion of a pre-employment physical and drug and alcohol screening.
- Requires successful completion of a background screening.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
