Position Overview
This position is accountable for the direct supervision of a staff of Resident Engineers and Resident Technicians engaged in the supervision and inspection of highway construction projects in an assigned geographical area within the district.
Essential Functions
- Supervises and directs construction projects to ensure completion in accordance with plans, specifications and with acceptable engineering costs.
- Reviews project documentation for completeness and accuracy to facilitate timely acceptance and finalization of projects.
- Investigates and resolves inquiries and complaints from local agencies and contractors relative to an assigned construction project in an expeditious manner.
- Establishes mutual cooperation between the Bureau of Implementation and other central and district bureaus to reconcile divergent viewpoints on special construction problems.
- Trains and motivates subordinate personnel to ensure a well-developed and competent staff.
- Implements department safety rules, practices and policies and provides the necessary training and direction for staff to ensure compliance.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Five years of engineering experience.
Preferred Qualifications
- Supervisory experience.
- Extensive knowledge of the principles and practices of civil engineering.
- Extensive knowledge of modern methods and techniques as applied to the design, construction, and maintenance of roadways.
- High degree of engineering knowledge and practical experience in construction procedures.
- Ability to direct the work of other engineers and technicians.
- Ability to supervise the preparation of complete engineering plans and specifications.
- Ability to develop and maintain cooperative relationships with departmental staff.
- Strong oral and written communication skills.

- Valid driver’s license.
- Requires extensive districtwide and statewide travel which could include overnight stay, possible overtime during evenings, nights, and weekends.
- Requires the ability to work in confined spaces, climb steep terrain, wade in water, and deal with animals, insects, rodents, and snakes; and to preform outdoor work in a variety of conditions including, but not limited to, inclement weather (hot, cold, wet, muddy), and active construction sites and roadways open to traffic.
- Requires successful completion of a background screening.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
