Position Overview

The Division of Mental Health is seeking to hire an energetic, self-motivated professional to fill the Assistant Hospital Administrator position for the Chester Mental Health Center located in Chester, Illinois. This position will provide leadership and oversight of the services provided at the center. The Chester Mental Health Center is designed to provide care and treatment for individuals in the State of Illinois who require a greater degree of structure and security. Chester Mental Health Center strives to assist patients to achieve their full recovery potential and values culture, safety, recovery, efficiency and quality.

Job Responsibilities

  1. Serves as the Assistant Hospital Administrator for the Chester Mental Health Center.
  2. Serves as full-line supervisor.
  3. Serves as the Hospital Administrator in their absence with full range authority over the entire Center.
  4. Establishes and supports a quality assurance program for monitoring and evaluating the quality of patient care, for identifying and resolving problems and for identifying opportunities to improve patient care.
  5. Participates in meetings or lectures to student groups from neighboring collegiate institutions and in training and orientation of staff.
  6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires a Master’s Degree in a health or human services related field.
  2. Requires four (4) years of progressively responsible administrative experience in the administration of a social services department, organization, facility or hospital.

Preferred Qualifications (in priority order)

  1. Five (5) years of professional experience organizing, administering and evaluating ongoing services in a multi-disciplinary operation.
  2. Five (5) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders.
  3. Three (3) years of professional supervisory experience, assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off.
  4. Three (3) years of professional experience developing and interpreting policies and procedures for a public or private organization.
  5. Two (2) years of professional experience working with Federal and State standards and regulations relative to residential care and treatment programs.
  6. Two (2) years of professional experience developing strategic plans, long and short-term goals for residential treatment program.

Conditions of Employment

  1. Requires the ability to serve as Administrator on Duty (AOD) after business hours, weekends and holidays.
  2. Requires the ability to travel.

  3. Requires the ability to meet all agency vaccine/health-related policies and guidance. 

  4. Requires ability to pass the IDHS background check. 

  5. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
