Position Overview

Under direction, serves as FMLA (Family Medical Leave Act) Coordinator for the Chester Mental Health Center; performs professional human resources duties for the evaluation, interpretation and execution of specialized human resource activities; reviews and processes employee requests for FMLA; serves as a facility Coordinator for all Leaves of Absence; provides advice and counsel to staff regarding interpretation and application of Personnel Rules, departmental rules, regulations, policies and Pay Plan, etc. Maintains updated Leave Report in an electronic spreadsheet. Assists in a variety of human resource activities. Maintains files and documentation of all employees Leaves of absence.

 

Job Responsibilities

  1. Serves as FMLA Coordinator for the Chester Mental Health Center.
  2. Serves as facility coordinator for all Leaves of Absence (LOA), including but not limited to Veterans’ Leave, Child Care Leave, Family Responsibility Leave, General Leave, Leave for Elected Office, Educational Leave, Military Reserve Training and Emergency Call Up Leave.
  3. Maintains updated Leave Report in an electronic spreadsheet.  Monitors the Leave Report to ensure leave notices are sent and follow ups are done in order to maintain an efficient and accurate Leave Report. Provides status updates to the Human Recourses and Labor Relations Specialist regarding the Leave Report.  Prepares and processes CMS-2’s to update employee records on leaves of absence, return from leaves and resignations, this includes ensuring that proper documentation and signatures are obtained. 
  4. Assists in a variety of human resource activities for the employees including personnel transactions, job descriptions, filling of vacancies, employment of staff, promotions, transfers, etc.
  5. Maintains files and documentation of all employees' Leaves of absence.
  6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college
  2. Requires one year of professional experience, preferably in human resources or satisfactory completion of an approved training program.

Knowledge, Skills, and Abilities

  • Requires working knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, departmental policies and procedures.
  • Prefers working knowledge of FMLA, group insurance regulations, retirement system benefits and deferred compensation.
  • Requires ability to communicate with a wide variety of people, both verbally and in writing.
  • Requires working knowledge of computer programs, including the ability to develop spreadsheets and track information within a database.

 

Conditions of Employment

  1. Requires the ability to meet all agency vaccine/health-related Policies and guidance.
  2. Requires ability to pass the IDHS background check.
  3. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois law.
