Position Overview
The Division of Behavioral Health and Recovery is seeking to hire an Information Systems Analyst I for the Chester Mental Health Center located in Chester, Illinois to provide difficult and specialized technical professional support for management and staff at Chester Mental Health Center in the use of computers and related peripherals, software, the Local Area computer Network, and applications available from DoIT. Maximizes the utilization of facility and department databases. Manages the facility’s computer resources and maintains all facility applications. Plans, organizes, implements and maintains PC applications within the facility, including a local area network (LAN). Designs and refines multiple database systems to monitor compliance with accreditation/certification of Federal and State regulations.
Essential Functions
- Provides difficult and specialized technical professional support for management and staff at Chester Mental Health Center in the use of computers and related peripherals, software, the Local Area computer Network, and applications available from the Department of Innovation and Technology (DoIT).
- Evaluates and designs information flow processes, that allows information to be electronically available to meet the data needs identified in the facility strategic plan.
- Manages data systems and telecommunication resources.
- Maintains the records for system security of confidential applications and implements assigning access to users based on their job assignment and providing login names and passwords to users.
- Serves as liaison with DoIT regarding all telecommunications, user accounts, and data systems including hardware and applications.
- Assists in maintaining updated information management policies to keep the facility in compliance with the facilities regulatory bodies (HIPAA, Joint Commission, Mental Health Code, and pertinent Administrative and Program Directives).
- Serves as facility’s HIPAA Privacy Officer to develop and implement a well-coordinated overall HIPAA process at the facility.
- Attends meetings, training sessions, seminars, and conferences to increase and remain current of new developments in the Information Technology field, techniques, and procedures applications.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.

Requires one (1) year of professional experience in a related Information Technology field.
Preferred Qualifications
- Two (2) years of professional experience planning, organizing, implementing and maintaining PC applications for a private or public organization.
- Two (2) years of professional experience designing and modifying multiple database systems to monitor compliance with regulations.
- Two (2) years of professional experience determining computer needs for a private or public organization.
- Two (2) years of professional experience providing problem diagnosis and format design in assisting management in developing and completing fiscal summary reports for a private or public organization.
- Two (2) years of professional experience maintaining computer hardware in operating condition and making minor adjustments and repairs.
- Two (2) years of experience communicating effectively both orally and in writing.
