Position Overview
The Accountant Supervisor position within the Office of Fiscal Management at the Illinois Criminal Justice Information Authority assists in the fiscal execution of the Restore, Reinvest, and Renew (R3) Program. The R3 Program channels revenues collected by the state through the legalization of adult-use cannabis for the purpose of funding civil legal aid, economic development, reentry, violence prevention, and youth development programs. The ideal candidate will be an active participant in budget review, financial report analysis, and processing of documentation required for payment. Essential Functions
- Compiles data to assist CFO with grant expenditure projections based on historical data and estimated inflationary
increases - Reviews and approves grantee budgets for compliance with program objectives and funding requirements
consistent with 2 CFR 200 and the Illinois Administrative Code, primarily for R3 - Initiates the preparation, examination, reconciliation and analysis of complex statements and reports, primarily for
R3. Monitors and reconciles various accounts, prepares financial reports to determine fund availability - Maintains detailed accounting system primarily for R3 funds
- Coordinates R3 grant budgets with the Chief Financial Officer (CFO) and program manager
- Supervises and trains staff
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, with courses in
business administration and accounting - Requires two years of professional experience in accounting, external auditing, budgetary planning and control or public
accounting
Preferred Qualifications
- Prefers two years of experience with financial systems (e.g., Statewide Accounting Management System, System Application and Products) or similar software to complete actions, compile reports and manage data
- Prefers one year of grants accounting/administration experience
- Prefers two years of experience performing reconciliations, processing payments
- Prefer one year of experience preparing and presenting results to senior managers
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
- Requires completion of a background check and self-disclosure of criminal history
About the Agency
ICJIA responds to community needs with research and federal and state grants administration. ICJIA administers over 100 million dollars in grants, including the R3 (restore, reinvest, renew) grants (funded through the tax on legalized cannabis), state violence prevention grants, and federal grants including under the Violence Against Women Act and the Victims of Crime Act. ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
