Job Responsibilities

1. Serves as full line supervisor

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day to day operating needs
  • Establishes annual goals and objectives
  • Approves time off; adjusts first level grievances
  • Effectively recommends and imposes discipline, up to and including discharge
  • Prepares and signs performance evaluations


2. Plans, organizes, directs, and evaluates the Adjutant Member Services Programs, ie. Social Service Programs, Volunteer Services, Religious programs, Barber and Library services

  • Develops programs and implements policies and procedures relative to the health, welfare, and care of all members
  • Analyzes and determines the type of and needs for members housing
  • Approves housing assignments
  • Reviews and approves financial statements of members and makes determination of maintenance charges
  • Coordinates the Member Services programs with other services of the facility
  • Reviews reports, manuals and studies prepared by Health Care Agencies evaluating existing procedures and practices and makes recommendations to Home Administrator for changes to Member Services programs

3. As designee of the facility, keeps contact with other State Veterans' Nursing Homes to keep abreast of Member Services changes

  • Analyzes trends and determines if the facility members would benefit from changes to existing programs or the development of new programs
  • Monitors programs for the rehabilitation, care, and treatment of the physically ill and the home's ability to provide continuous care/services to its' members
  • Makes inspections of the facility to ensure compliance with Illinois Veteran's Affairs, Department of Public Health, Federal Veterans Administration and Medicare health and safety measures
  • Serves as ombudsman for members regarding concerns and issues
  • Contacts members relatives regarding members welfare, monetary benefits, or legal issues


4. Maintains records and data to support member services programs

  • Develops and submits budget requests for personal services, equipment, and supplies
  • Makes projections based on review of past usage, expected growth and changing needs of various program operations
  • Designs and develops property control policies and procedures
  • Manages the state property assigned to Veterans' Home
  • Completes all forms for property control, maintains inventory control records and initiates annual inventory in accordance with Department's property control policy


5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimal Qualifications

Knowledge, skill, and mental development equivalent to the completion of four years of college plus prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  1. Extensive knowledge of agency programs and service objectives, activities, and operational systems
  2. Extensive knowledge of agency policies and procedures
  3. Four (4) years of experience analyzing administrative problems and adopting an effective course of action; developing, installing, and evaluating new and revised methods, procedures and performance standards; exercising judgement and discretion in developing, implementing and interpreting departmental policies and procedures
  4. Honorable discharge from the U.S. armed forces

Conditions of Employment

  1. Must pass a background check
  2. Must complete a drug screen and pre-employment physical
  3. Must meet all agency vaccine/health-related policies and guidance
  4. Must comply with the use of agency-supplied material/equipment (i.e., cellphone, computer equipment, etc)
