Position Overview

Under direction, independently conducts complex, non-routine, risk-based audits of federal and state grantees by assessing the effectiveness of controls, financial records accuracy efficient operations. Participates in follow-up activities for assigned audits, prepares, and submits to supervisor each assigned audit’s preliminary and final reports, conducts special projects as required, participates in continuing professional education offered, travels to audit sites.

Essential Functions

  • Conducts primarily on-site and occasional desk audits of grantees to determine if all laws, rules, policies, procedures and program requirements are being efficiently and effectively implemented
  • Supports the overall financial oversight of the agency by reviewing the periodic (monthly/quarterly) cash requests to ensure actual cash expenditures are supported with documentation prior to or after being reimbursed for the period
  • Reviews Grant Agreement budgets. Verifies that the budgets are calculated accurately, narrative reflects accurately each line item in the budget, and that costs are allowable as per grant and government guidelines
  • Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires a bachelor’s degree in accounting or at least five years of financial audit experience, preferably with government grants

Preferred Qualifications

  • Prefers seven years of experience using excellent critical thinking and analytic skills.  Demonstrated ability to interpret documents, ie, receipts, invoices, payments, to determine any discrepancies
  • Prefers seven years of experience reconciling records - specifically payroll documents, general and subledgers, and supporting documents
  • Prefers seven years of experience using excellent written and oral communication skills to clearly convey technical issues to build consensus and mediate disputes
  • Prefers seven years of experience gathering program data and prepare recommendations on corrective action
  • Prefers at least two years of experience working independently and delivering results by prioritizing work for on time and having a record of accurate delivery of reports
  • Prefers one year of experience working in a team environment with the ability to work productively with people of different backgrounds and work experiences
  • Prefers one year of experience reviewing supporting documentation for allowability and research relevant grant regulations and guidelines

About the Agency

ICJIA responds to community needs with research and federal and state grants administration. ICJIA administers over 100 million dollars in grants, including the R3 (restore, reinvest, renew) grants (funded through the tax on legalized cannabis), state violence prevention grants, and federal grants including under the Violence Against Women Act and the Victims of Crime Act. ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
