Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as Assistant Manager of the Appeals Division. This position will resolve administrative problems, integrate programmatic improvements, and direct subordinate staff in preparing case files for U.S. Department of Labor audits of hearings and decisions on Unemployment Insurance appeals cases. Responsibilities include analyzing caseload performance, reviewing and addressing audit findings, identifying and correcting operational deficiencies, and developing and implementing staff training. This position provides a great opportunity for someone who has a strong knowledge of administrative hearings, unemployment insurance law and U.S. Department of Labor audit requirements and is dedicated to improving policies and procedures to ensure compliance with applicable rules, regulations, and timeliness and quality standards. Essential Functions

  • Subject to administrative approval, serves as Assistant Manager of Appeals Division of the Illinois Department of Employment Security (IDES), with delegated decision-making authority to resolve administrative problems, integrate programmatic improvements for the Division and commit Division resources to courses of action
  • Serves as full line supervisor 
  • Directs, coordinates and reviews the development, conceptualization and establishment of policies, procedures and work methodologies for Appeals Division staff 
  • Directs the preparation of case files for U.S. Department of Labor (USDOL) audits 
  • Assumes leadership and direction of the Illinois Department of Employment Security (IDES) Appeals Division in manager’s absence or as delegated 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above 

Minimum Qualifications

  • Requires graduation from a recognized law school  
  • Requires possession of a valid license to practice law in Illinois
  • Requires four (4) years of professional experience in the practice of law and participation in judicial or administrative hearings 

Preferred Qualifications (In Order of Significance)

  • Ten (10) years of trial or hearing experience, applying legal rulings and principles to fact situations found within the cases
  • Two (2) years of experience supervising and/or managing legal staff, including providing training and evaluating staff performance
  • Experience drafting complex and technical legal documents in simple language
  • Basic proficiency in Microsoft Office Suite products, including Outlook, Word and Excel
  • Experience applying provisions of Unemployment Insurance law to cases
  • Experience in administrative law
  • Experience analyzing financial information for legal cases

Conditions of Employment

  • Requires ability to travel occasionally, including overnight stays
