About the Position

Under the supervision of the Chief of Operations/Chief Fiscal Officer for the Illinois Arts Council, conducts financial audits of Agency grantees and reviews final reports for compliance with fiscal terms and conditions, coordinates the grant program for public radio and television stations, and serves as Agency Procurement Officer.

 

Job Responsibilities

  1. Conducts financial and/or operations audits of grantees based on recommendations of management.
  2. Coordinates grant program for qualifying public radio and television stations.
  3. Under general direction, serves as Agency Procurement Officer (APO) and manages procurement processes for the agency and serves as lead contact for the Executive Ethics Commission (EEC) State Purchasing Officer (SPO).
  4. Serves as working supervisor.
  5. Maintains established budget and general account books and maintains and makes recommendations for accounting and operational methods and internal controls.
  6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business administration and accounting.
  • Requires two years of professional experience in accounting, external auditing, budgetary planning and control or public accounting.

 

Preferred Qualifications

  • Prefers at least 3 years of experience applying accounting and auditing theory, principles, methods and procedures.
  • Prefers at least 3 years of experience applying laws, rules and regulations relating to state or non-state accounting or auditing procedures.
  • Prefers at least 3 years of experience working with office methods, procedures, and standard office accounting systems, databases and tools.
  • Prefers at least 1 year of experience conducting procurement for a public or business organization.
  • Prefers at least 2 years of experience preparing comprehensive accounting reports.
  • Prefers at least 2 years of experience monitoring grants and reviewing final reports to determine compliance with fiscal terms and conditions of grant awards and to detect significant irregularities.
  • Prefers at least 1 year of experience supervising a staff of subordinates engaged in general accounting, budgeting or external auditing activities.
  • Prefers at least intermediate proficiency in standard office software (e.g., Microsoft Office), grant management database software, and SAP or similar ERP system.
