Assistant Deputy Director for Integration and Product Strategy

Position Overview

The Illinois Department of Healthcare and Family Services is seeking to hire an Assistant Deputy Director for Integration and Product Strategy who will be responsible for overseeing the agency’s systems strategy and product roadmap. This role defines the strategic vision for the agency’s system modernization and innovation efforts and ensures that all technical systems work cohesively to support delivery of healthcare services to Illinois residents by aligning technology investments with agency mission and operational needs.

The HFS technology ecosystem has grown organically over decades—claims processing, data warehousing, and dozens of specialized applications that must work together seamlessly to deliver healthcare. We are looking for someone who can bring order to this complexity, someone who sees not just systems and integrations, but the individuals and providers that depend on them working together. HFS is searching for a leader who can drive the product roadmap for the agency ensuring our systems can evolve along with the program. Essential Functions

• Subject to management approval, serves as the Assistant Deputy Director for Integration and Product Strategy for the Illinois Department of Healthcare and Family Services (HFS), developing the technical and system modernization strategy for the Medicaid Enterprise System (MES)
• Serves as full line supervisor
• Manages and provides oversight of technical vendors and vendor contracts, and project management staff to improve the management and coordination of vendors, staff, technology, appropriated funds, and operations within the MES
• Develops and establishes recommendations for product enhancements and new capabilities based on agency needs
• Confers with operations staff, bureau chiefs and section supervisors in order to ensure technical and business alignment
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

• Six (6) years of progressive experience in IT systems integration, enterprise architecture, or related roles
• Six (6) years of project management experience in a public or private organization, including progressive experience owning product roadmaps and lifecycle management for complex technology platforms, ideally within government, healthcare, or a highly regulated industry
• Five (5) years of demonstrated experience with large-scale systems integration
• Five (5) years of experience in a leadership or management position
• Four (4) years professional experience leading cross-functional teams
• Three (3) years of professional experience managing complex vendor relationships and contracts
• Three (3) years of experience translating policy or program requirements into product strategy
• Three (3) years of demonstrated experience designing or overseeing integration standards (APIs, HL7/FHIR, X12EDI or similar interoperability frameworks) across large, multi-vendor, or legacy system environments

Conditions of Employment

• Requires completion of a background check and self-disclosure of criminal history
• Requires the ability to utilize and maintain state issued equipment such as a laptop
• Requires ability to travel in the performance of duties, with overnight stays as appropriate
• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
