The Department of Healthcare and Family Services, Office of General Counsel, is seeking an enthusiastic and detail-orientated attorney to serve as the Procurement and Medical Delivery Systems Counsel.  The position will serve as the lead counsel in providing technical and legal consultation for the agency in procurement and contract matters.  Additionally, the position will supervise a staff of attorneys and advise administrators and staff on the implementation of new or revised objectives, policies, procurements, rules, regulations, and statutes.  The ideal candidate will have experience with procurement and contract rules and regulations. The candidate will also possess strong organizational and communication skills, be adaptable, work collaboratively, prioritize tasks to ensure timely completion of work, and achieve set goals while demonstrating independent initiative.

Job Responsibilities

  • Serves as the Assistant General Counsel for Procurement and Medical Delivery Systems Counsel in planning, directing, and evaluating the Department’s procurements and contracts for the Office of the General Counsel (OGC)
  • Serves as the agency’s medical delivery systems counsel
  • Plans, directs, and evaluates the legal activities of Unit 1 in the Office of the Deputy General Counsel of Administration
  • Serves as a full line supervisor
  • Recommends changes in Department policy, rules and statutes
  • Represents the Deputy General Counsel of Administration and General Counsel at meetings within and outside the department as designated
  • Performs other duties are required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires graduation from a recognized law school.
  • Requires possession of a license to practice law in Illinois
  • Requires prior experience equivalent to four years of progressively responsible legal experience in a public or business organization.

Preferred Qualifications

  • Four (4) years of professional experience interpreting and applying Illinois state and federal laws, rules, and regulations
  • Four (4) years of experience reviewing and providing legal counsel on procurements and contracts for a private or public organization
  • Four (4) years of professional experience interpreting and applying procurement laws
  • Four (4) years of professional legal experience drafting, evaluating, and negotiating contracts including but not limited to healthcare delivery, integrated care, and managed care
  • Two (2) years of experience developing and implementing policy, rules and procedures for a public or private organization
  • At least two (2) years of experience supervising professional staff
  • Two (2) years of professional experience communicating in oral or written form with internal and external stakeholders
  • Two (2) years of experience in conducting reviews and analysis of proposed and current processes to recommend revisions to procurement policies
  • Two (2) years of experience providing training and assistance to attorneys to ensure appropriate legal review of procurement assignments
  • Four (4) years of experience developing and maintaining cooperative working relationships
