The Department of Healthcare and Family Services (HFS), Office of the General Counsel is seeking a dynamic and experienced legal professional to serve as an Assistant General Counsel for Litigation and Eligibility. Essential Functions
- Serves as an Assistant General Counsel for Litigation and Eligibility by performing complex, professional, legal services for Healthcare & Family Services (HFS) Deputy Counsel Litigation and Eligibility Rules Unit
- Researches files and develops case evidence for litigation by the Attorney General in defense of departmental actions or in issues brought on by the department
- Conducts professional legal searches and reviews of court documents, filings, and rulings
- Conducts professional, legal research and provides legal interpretations
- Drafts proposed legislation, amendments, resolutions, procedures, rules, and regulations for the Director’s review
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires graduation from a recognized law school
- Requires the possession of a license to practice law in Illinois
- Requires prior experience equivalent to three (3) years progressively responsible legal experience in a public or private business organization
Preferred Qualifications
- Three (3) years of professional legal experience interpreting and applying Illinois state and federal laws, rules and regulations
- Two (2) years of professional experience performing legal services related to public assistance administration, policy, or law
- Two (2) years of experience conducting legal searches and reviews of court documents, filings, and rulings to determine possible impact on policy or compliance for a public or private organization
- Two (2) years of professional legal experience developing and presenting case evidence for litigation in defense of a public or private organization
- Two (2) years of professional legal experience conducting legal research and providing legal interpretations to advise a public or private organization
- Two (2) years of professional experience communicating in verbal and written form with internal and external colleagues and stakeholders
- Two (2) years of professional experience drafting or reviewing legislation, resolutions, rules, and regulations
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
