The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Associate Deputy Director of Day Care Licensing.  Subject to management approval, this position will direct and manage all processes associated with the licensing of day care homes and centers and monitor to ensure that day care licensing programs and operations are consistent with the agency’s goals, objectives, and mission. The ideal candidate for this position will have excellent organizational skills and strong leadership skills. Job Responsibilities

25% Directs, plans, develops, implements, and manages all processes associated with the licensing of day care homes and centers

  • Monitors to ensure that day care licensing programs and operations are consistent with the agency’s goals, objectives, and mission
  • Formulates, develops, and implements policies, procedures, guidelines, and performance standards governing statewide licensing
  • Establishes short-term and long-term goals and objectives
  • Drives or travels to various locations throughout the state in the performance of duties

25% Serves as full line supervisor

  • Assigns and reviews work
  • Provides guidance and training to assigned staff
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs
  • Establishes annual goals and objectives
  • Approves/disapproves time off requests
  • Adjusts first level grievances
  • Effectively recommends and imposes discipline, up to and including discharge
  • Prepares and signs performance evaluations
  • Determines and recommends staffing needs

20% Develops and manages corrective action for day care homes and centers around licensing and quality standards

  • Reviews to ensure corrective action process is carried out in an appropriate manner and results in improved service delivery

 

10% Conducts in-depth reviews of case records to respond to requests for information from the Director, legislators, and the Public Relations Officer

 

10% Develops quality assurance processes to ensure adequate review of day care licensing processes and procedures

  • Provides input to the Deputy Director in analyzing and maintaining day care standards

 

 5% Represents the Deputy Director and/or Director before other state agencies and governmental entities, private and public organizations, and other community and professional groups to discuss and develop plans related to licensing issues and to explain and interpret Department policies, programs, and objectives

 

 5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires a master’s degree in social work or a related human services field
  • Requires four years of administrative experience in day care administration/monitoring with an MSW or five years of administrative experience in day care administration/monitoring with a master’s degree in a related human services field

Preferred Qualifications

  • 5 years of professional experience conducting program monitoring in the area of social work, child welfare, child care or child protection
  • 3 years of professional experience in the oversight of a large program with multiple sites providing child care
  • 3 years of experience supervising professional staff of four (4) or more employees in the area of social work, child care, child welfare or child protection
  • 3 years of professional experience evaluating program and personnel performance in child welfare or child care
  • 3 years of professional experience conducting quality review in child welfare or child care
  • 3 years of professional experience in the development and management of corrective action plans related to child care institutions

Conditions of Employment

  • Requires a valid driver’s license and ability to travel
  • Requires ability to pass a background check
  • Requires successful completion of all Licensing exams as required per the Child Care Act.
