Position overview:
The Department of Healthcare and Family Services, Office of General Counsel is seeking to hire a motivated and detail orientated professional to serve as an Attorney. This position will research, review, analyze and evaluate agency policies, pertinent litigation cases, state and federal laws, rules and regulations, and other legal sources. Additionally, the Attorney will manage and develop Department of Health and Human Services Exclusions and Medical Vendor Hearings Final Administrative Decisions for the Director’s approval and assist the Assistant General Counsel in planning, directing and evaluating the Department’s Procurements and contracts.

Essential Functions
- Subject to management approval serves as an Attorney in performing complex, professional, legal services for the Department of Healthcare and Family Service (HFS)
- Confers with and advises staff on legal issues arising in the department’s programs and operations
- Reviews and evaluates contract development, including Intergovernmental Agreements, and implementation issues and determines possible impact on agency policies and programs
- Assists the Assistant General Counsel in planning, directing and evaluating the Department’s Procurements and contracts for the Office of General Counsel (OGC)
- Drafts and reviews proposed legislation affecting agency programs
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires graduation from a recognized law school
- Requires possession of a license to practice law in Illinois
- Requires prior experience equivalent to three (3) years of progressively responsible legal experience in a public or business organization
Preferred Qualifications
- Three (3) years of professional experience interpreting and applying state and federal laws, rules, and regulations for a public or private organization
- Three (3) years of experience reviewing and providing legal counsel on procurements and contracts for a private or public organization
- Three (3) years of professional experience interpreting and applying procurement laws
- Three (3) years of professional legal experience drafting, evaluating, and negotiating contracts including but not limited to healthcare delivery, integrated care, and managed care
- Two (2) years of experience developing and implementing policy, rules and procedures for a public or private organization
- Two (2) years of professional experience communicating in verbal or written form with internal and external stakeholders
- Two (2) years of experience in conducting reviews and analysis of proposed and current processes to recommend revisions to procurement policies
- Four (4) years of experience developing and maintaining cooperative working relationships
