Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Bank Reconciliations Accountant. Responsibilities include reconciling bank account statements of account balance and transactions with agency records, identifying and correcting discrepancies, preparing reports and reconciliation worksheets, and coordinating with auditors to provide requested materials. This position provides a great opportunity for someone who has a working knowledge of state and federal reporting requirements related to government accounting and is dedicated to identifying and resolving bank reconciliation discrepancies. Essential Functions

  • Under general supervision, serves as a Bank Reconciliations Accountant for the Illinois Department of Employment Security (IDES)
  • Isolates and identifies discrepancies located as a result of reconciliation and analysis process
  • Monitors and reconciles computer-generated reports and related federal, state and agency reports utilizing bank account and transaction information imported into accounting systems
  • Communicates and collaborates with various internal and external parties, including but not limited to Accounting Services staff, other relevant agency staff, bookkeeping departments of banks and financial institutions holding Illinois Department of Employment Security (IDES) accounts and Department of Innovation & Technology (DolT) analysts, regarding adjustments, resolution of minor problems arising from automated file processing by accounting systems and any other issues related to reconciliation of IDES bank accounts, accounting systems and banking schedules to ensure IDES bank accounts and accounting systems balance to IDES book accounts
  • Maintains records of checks issued, checks voided and undelivered canceled checks and the banks and special manual check issuance information
  • Gathers daily claimant benefit payment information from accounting systems including but not limited to the Illinois Benefit Information System (IBIS)
  • As directed, provides internal and external auditors with reconciliations, reports, supporting documentation and related materials to ensure compliance with policies and procedures and applicable state and federal laws and regulations
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in business administration and accounting; OR
  • Requires four (4) years of technical accounting experience

Qualifying state employees, in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this class.​​​​​​​

 

Preferred Qualifications

  • Two (2) years of experience performing bank reconciliations for a large organization 
  • Two (2) years of experience performing complex financial reconciliations 
  • Two (2) years of experience in government accounting 
  • Two (2) years of experience using financial systems to extract and analyze data; examples of applicable financial systems include but are not limited to: GenTax, SAP, and QuickBooks 
  • One (1) year of experience using Microsoft Excel to create complex financial analyses and reports 
  • Basic proficiency in Microsoft Office Suite products, including Outlook and Word

Conditions of Employment

  • Requires an Illinois State Police background check and self-disclosure of any criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
