Position Overview
Join the Illinois Department of Commerce & Economic Opportunity's Office of Broadband Development as the Broadband Data & Mapping Analyst PSC (Personal Services Contractor) supporting Illinois’ broadband expansion efforts through data analysis, GIS mapping, and reporting. This contractual position will analyze broadband connectivity and grant program data, maintain BEAD (Broadband Equity, Access & Deployment) location-level information, and use Power BI and geospatial tools to identify trends, support programmatic decision-making, and communicate broadband investments across Illinois. The role offers an opportunity to directly support statewide broadband access initiatives through meaningful data-driven insights and reporting.
Essential Functions
- Analyze Federal Communications Commission (FCC) Broadband Data Collection (BDC), U.S. Department of Agriculture (USDA), National Telecommunication and Information Administration (NTIA), and other state and federal grant program location-level broadband connectivity data to identify broadband connectivity status and summarize trends.
- Maintain the list of locations that will be connected to broadband through the Office of Broadband’s Broadband Equity, Access, and Deployment (BEAD) Program, including making updates to location status, assigned project, internet service provider, speeds, technology, and other location-level characteristics.
- Analyze Illinois broadband data to advise on programmatic decision making.
- Update PowerBI and GIS maps with Illinois broadband and digital access data.
- Use geospatial analysis to identify BEAD projects in proximity to eligible locations.
- Summarize location counts, dollars invested, and other grant program characteristics by geographic area, such as county and legislative district.
- Aggregate broadband data and reports for reporting to state and federal grant administrators.
- Other data and reporting tasks, as needed.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in policy, data analytics, computer science, urban planning or other related field.
- Requires two (2) years of experience in data analysis using Exel, R, or Python.
- Requires two (2) years of expeirence in geospatial analysis using arcGIS.
Preferred Qualifications
- Prefers two (2) years of experience conducting data analysis in a public policy or research setting.
- Prefers two (2) years of experience developing and maintaining GIS maps.
- Prefers two (2) years of experience presenting complex technical, spatial, and policy data to broader, non-technical audiences in a clear and compelling way.
- Prefers two (2) years of experience in data analysis and dashboard creation using PowerBI.
