Position Overview
Capital Development Board is looking to hire a Capital Planning Liaison in our Capital Planning/Qualification Based Selection (QBS) Unit! This position is accountable for supporting and facilitating the architect/engineer (A/E) Qualification Based Selection (QBS) process, assisting with the implementation of procurement requirements as mandated by the Procurement Code and coordinating the training and quality activities of the agency.
Essential Functions
- Reviews/Evaluates A/E 330 forms for compliance with procurement requirements.
- Coordinates A/E selections with the Office of Capital Programs and Construction Administration staff to ensure the timely selection of A/E firms to meet project scope, project schedule and construction needs, and to identify and implement measures to improve the selection process.
- Assists the QBS chairperson in the process of selecting A/E firms and preparing for Capital Development Board (CDB) Board meetings.
- Represents the agency in meetings with the construction industry and acts as a liaison between CDB and the design industry.
- Establish and implement a strategic plan and monitor performance metrics that measure the agency’s efficiency and success in meeting its mission.
- Assists in the administration of the A/E Responsibility Program including monitoring and reviewing A/E Performance Evaluations as they relate to the A/E selection process.
- Assists in the development and posting of the Professional Services Bulletin.
- Assists in the timely completion of projects by expediting projects and efficient processing of contracts through the Chief Procurement Office (CPO) and Procurement Policy Board (PPB).
- Assists in the development of training curricula, works with management/staff to maintain an external training program, and develops and administers new employee orientation training.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with a degree in public or business administration.
- Requires prior experience equivalent to four years of progressively responsible administrative experience.
Preferred Qualifications
- Prefers three (3) years of experience working with the State of Illinois Procurement Code or comparable federal, state, or local procurement regulations.
- Prefers three (3) years prior experience in capital planning, project management, or government procurement.
- Prefers three (3) years of experience working with government construction regulations and government organizations.
- Prefers the ability to inspect and evaluate work in progress and obtain conformity to plans and specifications, conduct and review technical research work, and to comprehend architectural and engineering specifications.
- Prefers professional certifications such as CPPB/CPPO, PMP or other related certifications.

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency
The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
