Position Overview

The Division of Early Childhood is seeking to hire a Child Care Assistance Program (CCAP) Technical Assistance Coordinator for the Program Support Unit. The CCAP Technical Assistance Coordinator leads and conducts the planning and implementation of training the Bureau and contracted staff on new or revised Child Care Assistance Program systems, policies, and procedures. Prepares, and presents instructional materials and training curriculum for the Division and contracted staff throughout the state on the Child Care Assistance Program. Plans, and develops new ways to evaluate the service delivery system of the Child Care Assistance Program through analyses of various data. Serves as a point contact for all CCAP technical assistance related questions from both internal and external staff. The Division of Early Childhood is one of six divisions within the Illinois Department of Human Services. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within DHS. Essential Functions

  • Serves as Child Care Assistance Program (CCAP) Technical Assistance Coordinator for the Program Support Unit.
  • Prepares, and presents instructional materials and training curriculum for the Bureau and contracted staff throughout the state on the Child Care Assistance Program.
  • Plans, and develops new ways to evaluate the service delivery system of the Child Care Assistance Program through analyses of various data.
  • Assist with the coordination of User Acceptance Testing (UAT) procedures for all Child Care Assistance Program systems, which includes, but are not limited to Child Care Management System (CCMS), payment system, etc.
  • Supports the development of process improvement requirements of the program/unit.
  • Performs technical and independent data mining, review, analysis, and interpretation activities for assigned areas within the Division of Early Childhood.
  • Serves as a point contact for all CCAP technical assistance related questions from both internal and external staff.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
  • Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.

Preferred Qualifications

  • Five (5) years of professional experience in community organization, social service work or in program planning and development.
  • Two (2) years of professional experience providing technical assistance support (resolving questions, issues or concerns) to public or private recipients of a social service program.
  • Two (2) years of professional experience leading various training classes to internal and/or external stakeholders in a clear and concise manner via oral and written communication.
  • Two (2) years of professional experience developing, preparing, and presenting instructional materials, and training curriculum to public or private recipients of a social service program.
  • Two (2) years of professional experience using intermediate features of Microsoft PowerPoint, Word, Excel, WebEx or similar software to create training presentations, job aides, and handouts to conduct in-person or remote training sessions and/or meetings.
  • Two (2) years of professional experience researching, and developing reports to various State’s programs and analyzing data relative to applicable performance measures.

Conditions of Employment

  • Requires ability to travel in performance of duties with overnight stays as appropriate.
  • Ability to adapt to change.
