POSITION SUMMARY

CMS is developing a dedicated team to champion organizational change management throughout our digital transformation. At the center of this effort is our new Change Management Manager, who will lead the Customer Experience and Adoption division. The position will drive the people side of strategic transformation, helping employees embrace new systems and processes, improve day-to-day experience, and build lasting change readiness. This position will bring together stakeholder engagement, communications, training, system deployment, and sustainable support structures. By connecting both the technical and business sides, the Change Manager will ensure our workforce has the tools, confidence, and support needed to successfully adopt new ways of working and unlock the full value of transformation! 

POSITION ESSENTIAL FUNCTIONS

  • Subject to management approval of the Deputy Director of Strategic Transformation, serves as the Change Management Manager for the Department of Central Management Services (CMS), leading organizational change management strategy and planning.
  • Assesses change readiness and impact.
  • Develops and implements communication, engagement, and training plans.
  • Collaborates across both technical and functional teams.
  • Mitigates change risks and resistance.
  • Serves as full line supervisor.
  • Promotes digital literacy and user experience.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with courses in business, organizational behavior, psychology, communication, sociology, or a closely related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

PREFERRED QUALIFICATIONS

  • Prefers three (3) years of professional experience leading organizational change management (OCM) efforts for technology, business processes, or enterprise transformation initiatives in complex environments.
  • Prefers two (2) years of experience developing and executing change management strategies, including stakeholder engagement, change readiness assessments, and resistance management.
  • Prefers experience managing organizational change related to Enterprise Resource Planning (ERP) systems or other large-scale enterprise technology implementations.
  • Prefers experience translating change management goals into clear, measurable action plans that drive user adoption and behavior change.
  • Prefers experience designing and delivering change management strategies that combine digital and traditional tools to engage diverse audiences and support adoption.
  • Prefers experience supervising or leading a team responsible for training, communication, or user experience in support of system or organizational change.
  • Prefers a recognized change management certification, such as Certified Change Management Professional (CCMP), Prosci Change Management Practitioner, or equivalent training.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
