Position Overview

The Illinois Department of Employment Security (IDES) seeks an organized, professional, and results oriented individual to serve as the IDES Chief Compliance Officer (CCO). This position provides a great opportunity for someone with a compliance background, who has knowledge of state and federal laws, and is passionate about process improvement. The ideal candidate has extensive experience administering a system for implementing corrective action plans to ensure compliance with rules and best practices and overseeing a team performing compliance functions. Essential Functions

  • Subject to management approval, serves as Chief Compliance Officer (CCO) for the Illinois Department of Employment Security (IDES).

  • Plans, develops, organizes, controls, and manages internal quality control activities related to corrective action plan (CAP) implementation, including but not limited to activities related to internal and external audits, federal grants, financial operations and agency strategic plans.

  • Directs the administrative and operational implementation of agency wide preventative and corrective compliance policies and procedures.

  • Researches, develops and directs implementation of best practice continuous compliance improvement tools and methodologies.

  • Serves as agency spokesperson in matters related to compliance.

  • Serves as full-line supervisor.

  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a bachelor's degree in business administration, public administration, accounting, finance, law or a related field; OR Requires a bachelor's degree in any field and two (2) years of professional experience in grants management, federal financial reporting, compliance, ethics, or auditing.
  • Requires prior experience equivalent to four (4) four years of progressively responsible administrative experience or (6) six years of professional experience in a public or business organization.

Preferred Qualifications

  • Four (4) years of professional experience in a compliance role; examples of applicable compliance roles include: Compliance Officer, Compliance Specialist, Compliance Investigator, Compliance Auditor and Compliance Analyst.
  • Four (4) years of professional experience in federal, state or local government ensuring compliance with policies governing state and/or federal programs.
  • Three (3) years of professional experience supervising staff, including providing training and evaluating staff performance.
  • Three (3) years of professional experience leading or managing complex projects related to compliance, auditing, policy development or operations.
  • Two (2) years of professional experience developing, writing or revising an organization’s policy and/or procedures to functionally implement laws and regulations.
  • Three (3) years of professional experience designing, implementing and monitoring corrective action plans in response to audit findings, noncompliance issues or performance gaps.
  • Post-degree professional certification in compliance, audit, grants management, federal financial reporting, or a closely related field from a nationally recognized and/or accredited certifying body; examples of applicable certifications include: Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), Certified Compliance & Ethics Professional (CCEP), Certified Government Financial Manager (CGFM) and Certified Grants Management Specialist (CGMS).

Conditions of Employment

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • Requires an Illinois State Police background check and self-disclosure of any criminal history.
  • Requires ability to successfully complete a fingerprint-based background check.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires use of an agency supplied mobile phone.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:
