Essential Functions
- Serves as Chief of the Office of Latino Services, functioning as principal policy-formulating administrator for Latino issues for the Department
- Serves as full line supervisor of subordinate staff
- Provides technical assistance to all administrative Department staff relative to Latino Services and appropriate implementation
- Develops and implements Department administrative procedures relative to policies/procedures and the delivery of appropriate services to Latino and bilingual clients
- Serves as lead in identifying the variables necessary for a successful foster/adoptive plan in the Latino Community
- Utilizes Spanish speaking and writing skills in translating and communicating with individuals and agencies
- Provides administrative oversight in the recruitment and hiring of employees with specialized skills for the agency
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration
- Requires three years of progressively responsible administrative experience in a public or private organization
- Requires the ability to speak and write Spanish at a colloquial skill level
Preferred Qualifications
- 3 years of professional experience in the management of an Affirmative Action program in a public or private organization
- 3 years of experience supervising professional staff
- 3 years of professional experience in the oversight of a large program
- 3 years of professional experience in the development and implementation of policies and procedures
- 3 years of professional experience conducting planning activities on a statewide basis in a management capacity
- 3 years of professional experience conducting community outreach as a representative of a public or private organization

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
