POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Bureau of Property Management is seeking to hire a Chief Engineer to serve in Chicago South Loop Facility and other CMS owned/operated facilities in the Chicago Northern Region. Duties include but not limited to performing responsible administrative work in planning, organizing, evaluating, managing, and directing all phases of physical plan operation and maintenance, serving as a designated lead worker, and overseeing contractual staff at CMS facilities. Other duties include reviewing work performed by outside contractors, including carpenters, electricians, plumbers, painters, HVAC workers, janitorial, and custodial service workers, noting quality and conformity to specifications. The ideal candidate is someone who possesses strong organizational and clear and concise communication skills, has experience directing staff, as well as coordinating and executing facilities maintenance and repair related projects. POSITION ESSENTIAL FUNCTIONS

  • Under general direction of the Chicago South Loop Facilities Manager, serves as the Chief Engineer performing responsible administrative work in planning, organizing, evaluating, managing, and directing all phases of physical plant operation and maintenance for the 555 West Monroe Street building.
  • Serves as an agency liaison regarding requests for repairs, maintenance, or remodeling of tenant agency space.
  • Advises Facilities Manager on the needs and feasibilities of major repair, new construction, and large equipment purchases for physical plant operations within the 555 West Monroe St. building.
  • Prepares request for expenditures (RFE) forms for equipment and repair/installation needs for the 555 West Monroe St. building.
  • Trains stationary engineers, contractual workers, and other trades staff on new techniques or processes.
  • Serves as designated lead worker of assigned staff overseeing outside contractors including engineers, carpenters, electricians, HVAC contractors, maintenance workers, landscaping personnel, and other facility management services.
  • Makes rounds of the boiler and mechanical rooms to read gauges and observe the operation of all equipment, systems, generators, and other machinery.
  • Performs other duties as required or assigned that are within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of high school.
  • Requires seven (7) years of experience in the operation of a commercial or institutional power plant or as a skilled craftsman in the mechanical or building trades.

PREFERRED QUALIFICATIONS

  • Prefers extensive knowledge of the principles, practices, and methods used in the operation of high-pressure coal, gas or oil-fired boilers and their appurtenances.
  • Prefers four (4) years professional experience directing the work of employees engaged in the maintenance and repair of mechanical and building systems.
  • Prefers extensive knowledge in the use of hand and power tools and equipment used for maintaining Heating, Ventilation, and Air Conditioning (HVAC) equipment. 
  • Prefers extensive knowledge of steam engineering, electrical generation, and distribution.

PREFERRED QUALIFICATIONS CON'T

  • Prefers extensive knowledge of the operation of electrical generating equipment.
  • Prefers extensive knowledge of public health regulations and building codes.
  • Prefers thorough knowledge of the underlying principles of water and sewage treatment.
  • Prefers thorough knowledge of diagnosing problems in mechanical, electrical, heating and air conditioning systems, and recognizing potentially dangerous situations and determining the appropriate emergency responses.
  • Prefers extensive knowledge of preparing and maintaining reports.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings, weekends, and holidays. This also requires the ability to work in a 24-hour ‘on call’ capacity.
  • Requires a Stationary Engineer license certificate for the City of Chicago.
  • Requires possession of a valid certificate as a Universal Technician under U.S.E.P.A. Section 608 Rules.
  • Requires the ability to perform the physical functions and tasks associated with engineering including but not limited to overhead work, ladder climbing, squatting, kneeling, bending, and walking, and standing for extended periods of time.

CONDITIONS OF EMPLOYMENT CON'T

  • Requires ability to lift up to 20 lbs. constantly, up to 50 lbs. frequently, and push/pull up to 100 lbs. occasionally (with assistance), and lifts over 100 lbs. occasionally (with assistance) to perform repairs and in the maintenance of facilities.
  • Requires the ability to read and understand mechanical blueprints/floorplans and technical equipment manuals.
  • Requires a valid driver’s license and the ability to travel to various sites/facilities in the performance of duties.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
