Position Overview

Are you a law enforcement officer with policy and administrative experience? The Illinois Lottery is hiring a Chief of Security and Investigations with a passion to ensure the Illinois Lottery’s integrity remains the highest possible for its players and employees. The successful candidate will be able to build a division conducting investigations focusing on the compliance of the statutes that control the Illinois Lottery.  In order to be successful in this position, the candidate must be able to develop policies and procedures, communicate clearly to a wide variety of people, and remain calm under high pressure circumstances. Essential Functions

  • As the primary policy-making authority, and principal administrator for the Security & Investigations Division, is responsible for the determination and enforcement of Lottery statutes.
  • Develops and maintains an ongoing and comprehensive program of retailer compliance monitoring.
  • Develops and enforces security policy guidelines, processes, and procedures relative to the background investigations of prospective employees, vendors, suppliers, consultants, contractors. and retailer applicants.
  • In consultation with executive management evaluates, develops, maintains, and enforces physical security policies, processes, and procedures for all buildings where Lottery business is conducted relative to Agency physical security integrity and the administration of the Lottery law.
  • Serves as a full line supervisor.
  • Collaborates with executive management and Lottery business units on security compliance and remediation efforts and ticket validation and verification responsibilities.
  • Keeps current with product development, technology, and best practices relative to security activities to serve as a security authority for the Agency.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

 

 

Minimum Qualifications

  • Requires equivalency to completion of four (4) years of college with major coursework in law enforcement or a related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in law enforcement investigator work, criminal or fraud investigations or a related field.
  • Requires successful completion of a basic law enforcement training program.

 

 

Preferred Qualifications

  • Four (4) years of experience utilizing modern law enforcement investigatory techniques and concepts.
  • Four (4) years of experience in compliance monitoring and the ability to review a variety of information, confirm accuracy, completeness, and compliance.
  • Four (4) years of experience working with state statutes, rules and regulations concerning conflicts of interest or malfeasance of office.
  • Four (4) years of experience working with the rules and regulations related to national and state lottery programs and ethical behavior.
  • Four (4) years of experience interpreting and applying the provisions of law, rules, or regulations to specific cases.
  • Four (4) years of experience in evidence handling, recognizing, and gathering appropriate statements, and preparation for prosecution or disciplinary action.
  • Three (3) years of supervisory or leadership experience with the ability to plan, organize, and oversee the work of subordinates.
  • Four (4) years of experience developing and maintaining satisfactory working relationships with others at all levels in State, Federal, and local government.
  • Four (4) years of experience gathering, maintaining, and communicating sensitive or confidential information.

 

 

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires the ability to utilize state issued equipment, including a laptop and cell phone.
  • Requires successful completion of the firearms qualification course on an annual basis as a condition of employment.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
