Job Responsibilities
Under supervision, conducts initial licensing studies and re-licensing reviews of day care centers and homes to determine eligibility for licensing or re-licensing; conducts preliminary reviews of the files of day centers and homes; conducts on-site inspection; initiates re-licensing activity; makes appropriate licensing recommendations following review; provides ongoing monitoring of assigned day care centers and homes; investigates alleged violations of the Illinois Child Care Act and Department standards and regulations as applied to licensed, unlicensed, and license-exempt facilities; obtains fire and health clearances for day care facilities from the Department of Public Health and state and local fire inspectors.
25% 1. Conducts initial licensing studies and re-licensing reviews of day care centers and homes, according to prescribed standards, to determine eligibility for licensing or re-licensing; conducts preliminary reviews of the files of day care centers and homes; conducts on-site inspection, reviewing and checking programs, facility records, staffing plans, equipment, and physical plant; conducts inspection conferences with facility officers; drives to various locations to conduct on-site reviews.
20% 2. Initiates re-licensing activity (requesting necessary inspections, providing reapplication forms, etc.) prior to the expiration date of day care center and home licenses; provides on-site and other consultation as deemed necessary; makes appropriate licensing recommendations following completion of review.
15% 3. Provides ongoing monitoring of assigned day care centers and homes, visiting each at least once per year and making additional visits as needed; monitors facility operations to ensure compliance with DCFS licensing standards.

Investigates alleged violations of the Illinois Child Care Act and Department standards and regulations as applied to licensed, unlicensed, and license-exempt facilities; prepares, summarizes, and presents licensing reports and investigative studies; develops documentation for enforcement action and makes recommendations for licensing action; maintains appropriate statistical records.
5% 5. Coordinates services with other local, state, or federal standard-setting agencies concerned with inspecting, licensing, funding, and monitoring day care centers, day care homes, or group day care homes.
5% 6. Obtains fire and health clearances for day care facilities from the Department of Public Health and state and local fire inspectors.

5% 7. Maintains client records (to include filing documents as needed) in accordance with federal and state statutes and guidelines, Department rule, procedure, and accreditation standards, monitoring to ensure that all documentation from other Department sources has been included.
5% 8. Provides input into unit meetings; attends orientation meetings regarding licensing requirements, procedures, policies, etc.
5% 9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

- Requires working knowledge of early childhood development.
- Requires working knowledge of child psychology.
- Requires working knowledge of program planning and educational methods for young children.
- Requires working knowledge of normal development of personality.
- Requires ability to interpret and make public presentations regarding the licensing program.
- Requires ability to work cooperatively with staff, day care operators, board and community organizations and other disciplines.
- Requires ability to prepare accurate reports.
- Requires ability to prepare letters appropriate to the function of the position.
- Requires ability to maintain effective staff and agency relationships.
- Requires ability to undertake difficult and complex assignments.
- May require ability to speak and write a foreign language at a colloquial skill level.
Employment Conditions

Education Degree
- Requires a bachelor's degree from an accredited college or university
- Requires two years professional experience in early childhood, day care center, kindergarten, or a day care licensing program.
Education Major
