Essential Functions

  1. Plans, directs, coordinates, and evaluates the state-wide operations of the Wage Transparency and Construction Compliance Division, which includes enforcement and implementation of the Prevailing Wage Act, Employee Classification Act, the WARN Act, Equal Pay Act, State Construction - Minority and Female Building Trades Act, Employment of IL Workers on Public Works Act, and more.
  2. Manages, monitors, and evaluates staff who are responsible for the efficient and timely investigation, auditing, resolution and/or adjudication of cases and performing technical and clerical duties.
  3. Develops, designs, implements and oversees investigation and enforcement procedures and standards.
  4. Serves as full-line supervisor.
  5. Prepares cases and investigations for court proceedings, administrative hearings, and other related enforcement activities.
  6. Represents the Department at Outreach, Education, and Know-Your-Rights events. Conducts compliance trainings and provides compliance assistance to employers.
  7. Performs special assignments as requested by the Director.
  8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  2. Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  1. Two (2) years of experience working with public construction compliance, such as the IL Prevailing Wage Act, the federal Davis-Bacon Act, and other related laws, and other related laws.
  2. Two (2) years of experience working with State and Federal labor laws, labor organizations, and the procedures involved in conciliation, arbitration, mediation and other negotiations necessary for the settlement of labor disputes.
  3. Two (2) years of experience developing, implementing and updating agency policies, procedures, and performance standards.
  4. Two (2) years of supervisory experience.
  5. Four (4) years of experience developing and managing major agency programs.
  6. Two (2) years of experience working developing, implementing, and evaluating new and revised methods, procedures, and performance standards.
  7. Two (2) years of experience working with State and Federal labor laws, labor organizations, and the procedures involved in conciliation, arbitration, mediation and other negotiations necessary for the settlement of labor disputes.

Conditions of Employment

  1. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  2. Required to carry and answer a state issued phone.
  3. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  4. This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  5. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties. 
  6. Requires completion of a background check and self-disclosure of criminal history.
  7. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  8. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
