Position Overview
Lead the statewide dental program for the Illinois Department of Corrections (IDOC), guiding policy, clinical quality, and public health integration to ensure safe, effective, and evidence-based oral healthcare for individuals in custody. This role serves as the subject matter expert on oral health, overseeing policy implementation, continuous quality improvement (CQI), infection control collaboration, and preventive and specialty dental initiatives. Using clinical and quality data, the position evaluates system performance, drives program improvements, and helps standardize dental practices across facilities. Working closely with dental supervisors, healthcare leadership, and quality teams, this role ensures a coordinated, comprehensive model of care statewide. The position also acts as a liaison with dental schools, training programs, professional organizations, and national public health agencies, aligning IDOC dental services with best practices and advancing oral health outcomes in a complex healthcare environment. Essential Functions
- Serves as the Illinois Department of Corrections (IDOC) dental program policy manager.
- Serves as IDOC subject matter expert on oral health issues.
- Oversees the dental care provided to IDOC individuals in custody.
- Maintains a Continuous Quality Improvement (CQI) program.
- Acts as liaison.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires the applicant to be a Doctor of Dental Surgery or a Doctor of Dental Medicine.
- Requires an Illinois license to practice as a Dentist or the ability to obtain an Illinois license within 90 days of an employment offer.
Preferred Qualifications
- Prefers at least five (5) years of experience overseeing the delivery of dental care.
- Prefers at least three (3) years of experience developing, evaluating, and implementing dental program policies and procedures.
- Prefers at least three (3) years of experience maintaining a Continuous Quality Improvement (CQI) program along with recommending and implementing improvements.
- Prefers at least two (2) years of experience delivering dental education.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Requires the ability to be on-call.
- Requires the use of agency-supplied technology.
- Requires a valid & current Illinois license to practice as a dentist or the ability to obtain an Illinois license within 90 days of employment offer.
- Requires ability to pass the IDOC/IDJJ background check.
- Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Corrections’s discretion.
